Hope To Pass Farm
Bill By Nightfall
Washington - iUPIi - Senate
leadens pinned their hopes to
day on passing the farm bill
by nightfall.
They are counting on a de
b a t e-limiting agreement as
the key to their planning. As
sistant Democratic Leader
Hubert H. Humphrey, Minn.,
said he was sure a voluntary
time limit on debate could be
worked out.
The pending bill contains
only part of what President
Kennedy asked. A more far
reaching proposal was ap
proved by the Senate but de
feated in the House.
The stiffest fight now shap
ed up over a Republican ef
fort to let wheat growers
choose between the present
program of voluntary con
trols with high price sup
ports and the tougher admin
istration "certificate" plan.
Sen. Karl Mundl' (S.D.)
leader of the GOP move
claimed considerable support.
Humphrey, however, predict
ed the Mundl amendment
would be rejected.
Other congressional news:
Poll Tax Rep. John V.
Lindsay r-N.Y.) charged to

worked out a plan for appro
val of a relatively mild meas

fend off broader civil rights
action this year, Lindpay said
the leadership, and Atty.
Gen. Robert F. Kennedy had
made a "deal" with southern
Democrats whereby the pro
posed constitutional amend
ment on banning the poll tax
in federal elections would be
approved while further ac
tion on civil rights would be
limited.
Propaganda - A spokesman
for the American Jewish
Congress told the Senate Post
Office committee today that a
bill to bar Communist gov
ernment propaganda from the
mails would boomerang
twice. Alan R. Wurtzel,
Washington counsel for the
group, said that the measure
would allow the attorney gen

political opinions the Amer

addition, Wurtzel said, the
bill would play into the Com
munists' hands by producing
a reaction from Red coun-
tries. He said thev would cut
