IRf Committee Suggests S10 Million for Research Center Portland -HIPD- A special governor's advisory commit tee Tuesday recommended a research and graduate center, located near Portland, and launched with "not less than $10 million." The committee said the S10 million would cover an or ganizing period of a little over a year plus three to lour years of actual operation. The committee said an ini tial committee of the gover nor, educators, and business and labor representatives should name a board of trus tees to develop the center. The 35-page report on an Oregon Cooperative Center for Graduate Education and Advanced Research was pre pared by a special committee headed by Richard H. Sulli van. Hatfield Praises Report Gov. Mark Hatfield, who requested the report, said a center could create new jobs, new products, and keep im portant brain power in Ore gon. "In addition it can attract new money for our slate," he said in accepting the report. The committee said the cen ter should be operated as a "non-profit, tax-exempt cor poration" on a state-wide "co operative basis, drawing par ticipation and strength from existing institutions." It said the school should be located "just west of Port land," near other new re search laboratories and where future expansion would be easier than in the city. The committee said a Portland area location offered easy ac cess to most other Oregon In stitutions and lay in the Wil lamette valley where future industrial and urban growth is most likely. The report said the aims of the center would be to expand opportunities for graduate ed ucation and advanced re search. Trustee Board Sought The report said a board of trustees should be nominated by an "organizing committee" composed of the governor, top officers of the Higher Educa tion board, chairmen of state planning and science advisory committees, the presidents of Associated Oregon Industries and the Slate Labor council, and officers of - two private colleges. The trustees would be charged with preparing a con stitution and by-laws for the new center, seeking funds and tax exemptions, picking an executive director, and con sidering the selection of fields of study and research. Others preparing the report were Walter P. Dyke, Arthur S. Flemming, Gerald W. Frank, James H. Jensen, Roy E. Lieuallen, Branford P. Mil lar and Howard Vollum. The report cited the growth of research and graduate study in Oregon, and the in crease in rcsoarch-connccied industry. Architecture School Dean Is Announced Eugene Dr. Walier L. Creese, architectural historian and professor of architecture at the University of Illinois, has been named dean of the school of architecture and al lied arts at the University of Oregon. I His appointment at Oregon, which is subject to approval by the State Board of Higher Education, will be effective Julv 1. 1963. Dr. Creese has been involved in many aspects of architecture, including city and regional planning and zoning, garden cities, land scape architecture, and pres ervation of historical sites. He is particularly interested in the Pacific Northwest, which he feels is a promising area for the development of archi tecture and architectural instruction. Two persons were slightly injured in separate vehicle I accidents in Medford Monday, I according to city police re- ports. I Patricia Kaye Pratt, 44, Portland, a passenger in a car driven by Roy Alexander Rodgers, 46, Ashland, recciv- ed minor injuries, police said, when the Rodgers vehicle col- j lided with a car driven by j David Clifford Tisch, 17, Hay- ward, Calif., about 5:15 p.m. at Maple and Pine sis. Rodg ers was cited for failure to yield the right of way. Timothy Garnet O'Mara, 17, of 2424 Edgemont st., receiv ed abrasions and bruises, offi cers said, when the car which he was driving struck a con crete guard rail on Barnett rd. between South Riverside and Stewart aves. The acci dent occurred about 5:45 a.m. In a third accident Monday a car operated by Virginia Ruth Ellis, 37, Central Point, struck a parked car registered to Lynne Alice McClurg, 1310 East 10th St., about 5:11 p.m. in front of 1109 Court st. Miss McClurg was cited for im proper parking. No Injuries were reported, police said. Multnomah DA Dies in Hospital Portland - iliPli - Multnomah County Dist. Atty. Charles E. Raymond died Tuesday night of heart failure. He was 67. Raymond died at St. Vin cent hospital, where he was admitted about two weeks ago. He suffered a stroke in 1961 and had been ill for some time. Raymond was completing his first term in the county office. A Democrat, he was defeated in May in a bid for renomination by Slate Rep. George Van Hoomissen. Before his election as coun ty district attorney in 1958, Raymond served as a deputy district attorney, chief depu ty, and special prosecutor. He had been honored by the Oregon District Attorneys Association and was elected to the board of the National District Attorneys last summer. Winter Recession In United States Expected by Meany George Meany, of the AFL-1 CIO. has forecast a winter economic recession in the United States and called (or a shorter work week and a tax cut to combat it. The demands were made at the federation's summer exe cutive council meeting, which will continue through Friday. The 27-membcr council voted to press for a 35-hour work week with double pay for overtime. Goldberg to Meet Labor Secretary Arthur Goldberg was to meet with the council today to discuss the demand for a shorter work week. The Kennedy adminis tration has contended a cut in the work week would be inflationary and would im pede the nation's defense pro gram as well as hampering U. S. manufacturers in world markets. Meany's tax cut plan would provide an "immediate tax forgiveness for everyone." Un der it, every taxpayer would pay $10 less in taxes every 10 weeks. He urged that it be applied by the President every time a recession looms. He estimated it "could add S5 billion at once to the spend ing stream." Meany also proposed a long range, across-the-board tax cut coupled with revision of tax laws to close loopholes and place a withholding provision on dividends and interest. Intend to Fight Meany said the drive for a 35-hour week would be car ried out both at the bargain ing table and in the halls of Congress. "We are having more success with the em ployers than with Congress bill we intend to fight." The council named a com mittee to draft proposed 35 hour work week legislation for presentation to Congress at the next session.
