McClellan named no names. But he said the subcommittee wanted to hold hearings on ' the "serious strike" in prog ress at the Groton. Conn., yard of the Electric Boat divi sion o( General Dynamics Corp. He noted that the yard is building nuclear submarines, Polaris missile types. Management and union ne gotiators agreed Friday on settlement terms in the strike which had idled 8,500 work , ers. It was the third such set tlement formula approved by union and management nego tiators. 1 McClellan told the Senate the subcommittee has infor mation indicating that the two previous settlements were "obstructed by a former pres ident of a local." He said the official was expelled from the ' union but still wields tre mendous influence. ! "We are advised that he has offered, for a sum of money and other considerations, to withdraw his opposition and permit this settlement to go through," McClellan said. The Senator said rank-and-file members of the unions in volved will vote on the new settlement formula Tuesday night. Rejection, he said, would cause "further delay in construction and production !of these vital weapons." Under these circumstances, : said McClellan, the reported solicitation of a payoff "ought ! to be exposed or the rumor of Jit ought to be exploded." ! McClellan said the Polaris submarine is "one of the vital links in the chain of national security" and production should not be halted "because somebody won't pay off some body to get a strike settled." i The strike halted work on 1 1 nuclear submarines sev en of them of the missile-firing Polaris type. It began July 19 and involved a number of i unions whose members are employed by the Electric Boat Division of General Dynamics. ficials went before a federal judge today to ask him to pro hibit Negroes from staging demonstrations protesting seg regation in this south Georgia city. U- S District Judge Rob- : ert Elliott issued a restrain 1 ing order July 21 to halt the j demonstrations, but it was va cated four days later by ap peals Judge Elbert Tuttle who ruled it unconstitutional on technical grounds. City officials also will ask Elliott to cite Negro leader Martin Luther King Jr., and others for contempt of court on the grounds that demon strations were staged several hours after the restraining or der was issued. State Atty. Gen. Eugene Cook, here to help the city prepare its case, said a con tempt citation could be hand ed down because the restrain ing order was still in effect when a demonstration was staged the night of July 21. King, arrested Friday along with 28 other demonstrators, was still in jail. The president of the pro integration Albany Move ment, Dr. W. G. Anderson, was arrested with King but was released on bond Satur day. He appeared on a na tional television program Sun day and said Albany faces "a potential Little Rock situa tion." Anderson said violence could erupt again, as it did last Tuesday when .a Negro crowd threw rocks and bottles at officers, if whites and Ne groes do not reach agreement soon. There was one demonstra tion Sunday. Three Negroes knelt and prayed in front of city hall for 10 minutes. Po lice Chief Laurie Pritchett watched but did not arrest them Saturday, a Negro attorney was struck by a sheriff and a white integrationist was beat en by other prisoners in the county jail. Pritchett said a blow Wil liam Hansen, 23. of Cincin nati, received while in jail was a result of a "conflict of personalities between two in dividuals." Anderson charccd Hansen was placed in a cell with white prisoners who were told by the jailer: "Here is a nigger lover." C. B.
