Murphy, chairman of the Interstate Commerce Committee, in sup port of legislation to elimin ate special advantages for Canadian rail shipments of lumber to the United States. Murphy told the Senate Commerce Committee he fa vored legislation calling for the cancellation of interna tional through rates when they hurt a domestic industry. The ICC chairman told western senators that the leg islation, requested to help the Pacific Northwest lumber in dustry might also help other industries in the future. Warning Given Spokesmen for ocean ship ping lines supported the pro posed legislation. But they warned that other legislation to allow foreign flag vessels to carry cargoes between U.S. ports might wipe out U.S. in tercoastal services. Edwin N. Altman, execu tive vice president of the American Maritime Commis sion, said even U.S. railroads would find it difficult to com pete with foreign flag vessels in the transport of goods be tween the East and West coasts. John N. The John Hays Summer In stitutes in the Humanities en able a number of public high, school teachers and adminis trators to study in the hu manities for a month with a view to enriching their teach ing and to stimulating crea tive, imaginative contribu tions to American education. It is hoped by the directors that participants in the Sum mer Institutes will have ex periences which will help them to return to their schools with . increased wisdom and with new vigor and enthus iasm. With headquarters in New" York, the John Hays Fellows Program sponsors institutes throughout the country. The group, which is study ing at the University of Ore gon, will witness the opening of "Coriolanus." The next day, the group will tour the theater plant and then attend. a talk by Angus L. Gen. Robert F. Kennedy said the Justice department needed young lawyers who were willing to work hard and not be clockwatchers, he must have had in mind men like William C. Lucas. Lucas is a New York city policeman. He has six children and owns a home in Hemp stead, a Long Island suburb. Lucas has been a policeman since 1953 and once received a departmental citation for subduing an armed man. But his goal has been to be as sociated with the law other than by means of gun and badge. In addition to pursuing his fulltlme Job and caring for his home and expanding family, Lucas has gone to night school -four nights a week, three hours a night - for the past four years. Early in June, he received his law degree from the Fordham university law school. After taking his bar exami nation this summer, Lucas plans to Join the criminal di vision of the Justice depart ment in Washington, a posi tion offered him in a chance meeting with Atty. Gen. Ken nedy last spring. The 34-year-old patrolman was introduced to Kennedy when the attorney general participated In the dedication of Fordham's new law school facilities. It was then Kpnnedv ! said he needed "men that were willing to work, work hard, and not be clockwatch ers." Lucas measured up to that and other qualifications. Before joining the police department, Lucas was gradu ated from Manhattan collcce with a bachelor's degree in physical education. He was captain of the college cross country team his senior year. e
