MTa A GUV COULD END.' iYr THE U.S. BALANCE OF PAYMENTS DEFICIT The Canadian dollar almost crashed under an overpower ing speculative attack 10 days ago because our Northern neighbor has been running a huge deficit in her balance of payments and she was fast losing her precious reserves of gold and U.S. dollars. Even though Canada had devalued her dollar to the equivalent of 92i U.S. cents as recently as early May, speculators decided that she would have to devalue again and as a result, they staged a massive rush to sell Canadian currency. The raid would in fact have com pelled a new slash in the Canadian dollar had not the free world primarily the U.S. come to her rescue a week ago Sunday with enormous financial aid to bolster her reserves while she tries belt-tightening steps designed to balance her international financial accounts and to attract foreign capital back into Canada. Now rumors are being spread unfounded but fed by headline-happy reporters and cynical international currency speculators that the U.S. dollar will face a similar devast ing attack one of these months if we don't solve the deficit In our balance of payments soon and stem the drain on our precious gold hoard. Some of the rumors are plain irresponsible, some down right vicious but all have an adverse impact on confidence in the U.S. dollar. A whole generation has grown lo maturity sine the last great run on the U. S. dollar compelled in 1934 a de valuation of our currency meaning a cut in the gold content of the dollar. Now that the problem of the deficit in our balance of payments and of our dwindling gold re serve is once more front page news, surely there is need for a simple explanation of what these words mean - not in terms of Canada but of us. Our "balance of payments" is the record of all our financial-commercial transactions with all other nations over a period of time - say, a calendar year. It includes all we pay to other countries as a government and as individuals and all we get from other countries as a government and as individuals. This covers not only what we import and export in goods, of course, but also what we spend abroad for mili tary defense and what we receive in military receipts, what we spend abroad for tourists, what other tourists spend here, what we send abroad as private investments, what foreigners send here as private investments, etc., etc. When we pay out more to other countries than we receive from them, we have a deficit in our balance of payments. When we run a deficit in our balance of payments, our creditors build up claims in dollars against us which they can either withdraw in the form of gold from our reserves or , which they can keep invested here in highest-grade securities until they're ready to demand gold. For many years, we've consistently run a deficit in our balance of payments but not because we import more goods than we export-last year, we sold S5 billion more goods abroad than we bought from abroad. But our spending for military and economic purposes, for tourism, our invest ments abroad have more than absorbed our merchandize export surpluses and put us deeply in the red in our inter national accounts. As a result, our foreign creditors have raised their claims against our gold to an enormous S23-S24 billion and gold withdrawals so far have shrunk our gold reserve to a 23-year low of under $16.5 billion. Of course, it can't go on this way indefinitely! It won't go on. We are taking major steps to slash the basic deficit- through concentrated etforts and earn more from tourism, through insisting our allies assume a bigger share of the free world's military and eco nomic aid expenses, through trying to slash all waste from our foreign spending programs. At the same time, we are strengthening the technical de fense of the dollar by raising interest rates on short-term U. S. Government securities havens for the funds of our foreign creditors, arranging with the world's central bankers to avert raids on the dollar and making sure tnese bankers do not misinterpret our fiscal policies and lose confidence in our dollar. Our balance of payments problem reflects our generousity to the world since World War II. We are mighty enough to solve it.
