The discipline of con vincing a client of the merit of his plans will help the plan ner to think out his project These words - from one of New York's leading archt tects, Richard Roth of Emery Roth & Son - should help dis pel any lingering impression of the architect as a free spending (with the cli ent's money) dreamer (his dreams). As an indication of this new attitude, Rath pointed to the recent provision In urban re newal administration manual permitting architectural con. sulfation as an eligible cost in a rehabilitation project. In the past, Roth said, re newal and esthetic Improve ment have not always gone hand in hand. Now, however, with cities tending to combine "pocket" renewal, stressing rehabilitation and restoration, with the traditional demolish- and-rebuilt approach, preser vation of much of the charm, vanoty, and esthetic values as reflected in the architecture of older downtown areas should ensue. Since September, when the clause was formalized, more than 20 cities of all sizes have taken advantage of it, either by directly employing archi tects as permanent staff men of renewal agencies or by re taining architectural firm for consultation services, Roth said. Roth's own firm is working on redevelopment projects in New York, Boston, Hartford and Baltimore and it has done much to reshape Manhattan's postwar skyline. Formerly, the architect ob served, rehabilitation opera ted piecemeal, with builder, craftsman and materials sup plier determining improve ments on a building-by-build-Ing ba?s. "Many sound structures were saved by this method but, without the esthetic guid ance which only an architect can contribute, Ihe over-all result for a given area ofttn was a hodgepodge lacking any esthetic relationship between neighboring buildings and hence devoid nt the artistic unity vital to beautificalion." Guide Work In such cities as New York, Newark, N. J.; Roslon, New Haven, Conn.; Philadelphia, Pittsburgh, Chicago, Louis ville, Cincinnati, Denver and San Francisco; in Pittston and Wilkes Barrc, Pa.; Mount Hol ly, N.J.; Jackson and Mount Clemens, Mich ; Dnyton, To ledo and Springfield, Ohio; and in Waterloo, Iowa and Atchison, Kan., architects are now guiding rehabilitation work. Recently, also, a joint com mittee was formed by the pub lic housing administration and the American Institute of Architects through which the architects will advise on all areas of design in public hous ing This spirit of cooperation.
