Cunningham of the Federal Communications Commission Thursday granted a petition by Willamette - Land Televi sion, Inc. for dismissal of its application for a new station to operate on Channel 3, Sa lem, Ore. The action is final except in unusual cases. Cunningham dismissed the aplication with prejudice, however, which meant that the firm could not apply again for a license to operate in that area for one year. A Bug's Brain Outdoes Our Fastest Computer We could hardly credit it With having a brain at all; it's merely a bump, or an enlarge ment in a nerve, yet in the body of a very lowly creature is a computer that out-computes the best man ever made; and all in the brain of a bug. In the bug's body, its com puter is ultra-high-speed, can make accurate decisions in a fraction of the time and with out a single electronic tube, wheel, spool, or switch. In comparison with our fastest computer, the b u g - b r a i n makes ours pitifully slow, and actually inefficient. We're not even playing in the same league. Instant Decision To illustrate the sluggish ness of any man-made com puter, compare it with the mote-sized brain of the drag onfly. This winged insect, fly ing at 30 miles an hour, sees another airborne bug angling across Ills bow; maybe only a couple of inches ahead of his nose. The computer-brain of the dragonfly instantly makes a series of decisions. He must appraise the size of the prey; how fast it is traveling in the angle of its flight; must at the same time judge the wind speed, whether or not the prey will go up, down, or to either side. Given the same set of de cisions to make, the man- made computer could come up with the answers in a couple of seconds, provided the tubes were all warmed up, all the wheels adequately oiled, and all the proper buttons pressed. The insect-computer made all the necessary calculations in about one-thirtieth of a sec ond; in less time actually, than it took the man to push the first button. Many Times a Day And too, some dragonflies must be a little brighter than others; some could arrive at the correct answers much faster. Given the same prob lems, and the same time-lapse. the m an-made computer . would strip its gears, blow its i tubes, and stutter to a me- j chanical-breakdown. And the 1 bug makes its complicated I calculations a thousand times j a day. Not only does the bug have j to make rapid calculations, j but it must also put the infor- i mation inlo action; its re flexes must be as fast as its : computations. Snap-judgments i are imperative to the survival of a living creature. To eat, or to escape its enemies, it must j always be ready to make I counter adjustments to fit the occasion; its reactions must be i as instantaneous as its deci sion to act. Lima, Peru UPI The army moved Thursday night to block the presidential chances of Victor R.Haya de la Torre, government'backed winner of an indecisive victory in the June 10 election. An army announcement charged "grave irregularities" in the voting in seven prov inces - all Haya strongholds and it appeared that military leaders might try to nullify the election. Intervention Hailed Fernando Belaunde Terry, the army - backed candidate nosed out by Haya in the elec tion, hailed the military inter vention. Ex-President Manuel Odria, who placed third in the election, sided with Haya. With only 1,000 votes re maining to be counted, offi cial returns showed that Haya won the election, with 557, 524 votes to 543,322 for Be launde and 481,039 for Odria. Four splinter candidates, none of whom received as many as 50,000 votes, soaked up enough of the total to pre vent any of the front-runners from receiving the 33.33 per cent of the vote needed for de cisive victory. Haya received only 32.97 per cent of the total. Congress To Choose That throws the election into the new Congress, which is to meet July 28 to choose a president from among the three front-runners in the election.
