Tool Industry Conversion Is Urgently Needed Br lehoy pope United Prtu International New York (UPS - The U.S. machine tool industry urgent ly needs to be converted to mass production and this will require the attention of top notch financial organizers, ac cording to a Columbia Univer sity economist. Professor Seymour Mel man said the machine tool industry is backward, finan cially speaking, with low pro ductivity, high costs and very high prices. By contrast, Russia convert ed its machine tool industry to mass production under forc ed draft and government sub sidy several years ago. "If this should enable the Communists to succeed in breaking strongly into the ma chine tool marl 3ts in the cap ital - short countries of La' i America, 'ree Asia and Afri- ca, they would gain an enor mous foothold there and per haps even a leading advant age," Melman said. Crusading To prevent this, he is cru sading for establishment of a special bank for the machine tool industry called the "In ventory Bank" to help the in dustry convert to mass pro duction. The Inventory Bank would be owned by machine tool companies and the investing public with perhaps some fi nancial nudge from the fed eral governments. Its function would be to fi nance inventories of mass produced components of standard machine tools suita ble both for use in automated plants and more convention al factories. But machine tool builders would be required, as a con dition of obtaining favorable financing for excess invento ries of components, to com ply with a program of cost reduction adopting modular principles, research and other n 11 ways of rapidly getting into mass production. Faces Competition Melman said Russia prob ably produced about 160,000 machine tools last year and the United States only 45,000. West Germany produced 1C0, 000. At present, the U.S. ma rhine tool industry faces much harder competition, from our allies than from the Communist bloc, but the men ace of Communist competi tion definitely is growing, he said. Melman is not alone in worrying about the financial plight of the U.S. machine tool industry. Francis J. Trecker, head of a large Milwaukee tool build ing firm and president of the Machine Tcol Euilders asso ciation, said recently half of all the companies may go un der. These are the smaller firms making more conven tional lathes, drills and press es and their production is only about 15 per cent of the total. But Trecker said the larger companies have severe problems too. Most ol them have established plants in Europe, where wages are only a third as much as in I he United States. But wages are going up in Europe rath er rapidly. And here at home, the present operating rate of the plants - around 50 per cent - is much too low for ef ficiency. Concerned The domestic industry and the federal government are concerned at figures showing that the past decade has seen a steady shrinkage in the share of the American gross national product going into new machinery and machine j tools. The United States now I stands well below France, Germany, Brit-in, Italy and Japan in this respect. Also, tax depreciation al- I lowanccs, which affect the ability of industry to buy ma chinery and machine tools are way below those of most other countries. The Kennedy administra tion has made a start at lib eralizing these tax deprecia tion allowances selectively, industry by industry. , NARROW ESCAPE New York -JlTP- Two work men narrowly missed plung ing to their deaths from the 18th floor of the Empire State Building Monday when one end of their scaffold slipped.
