SEPT. 22 Chinese Peasants Need Basic Farming Implements By CHARLES R. SMITH United Press International Tokyo -lUPIi- BaJ weather and bungling bureaucracy are not the only causes of Red China's severe food shortages. An authorit 'ivt Commu nist Chinese publication has disclosed that the 500 million peasants in the people's com munes are handicapped by an acute shortage of basic farming implements. "The rural areas require most urgently at present," said an article in the Ta Kung Pao newspaper, "drain age and irrigation machines, small farming implements and art icles for use in everyday life." The article, recently re ceived here, said there was a shortage of such basic imple ments as ho6s, picks, shovels, pails and even baskets and other crude items made of bamboo. The Ta Kung Pao newspaper, and authoritative daily deals mainly with eco nomic news. Home Hems The need for such farming implements and articles as pick-axes, rakes, grass sickles and rainwear, one piece of which is required by each per son, is also quite urgent," the paper said, "for these articles directly affect the rate of at tendance of laborers at work in the fields." The paper also said the League Endorses Rogue Basin Plan Portland - The Izaak Wal ton League of America, in its annual convention here, Sat urday passed a resolution en dorsing the report of the Army Engineers for Rogue river basin development and legislation author! zing the three dam project. The endorsement was on the condition that authoriza tion expressly recognizes, as a continuing part of the pro ject, the necessary fish pro tection aspects as described in the engineers' report. On these conditions the League resolution also supported ap propriations necessary to im plement the project. The engineers report rec ommended definite stream flow releases for controlled temperatures in the Rogue river. IN KOREA Technical Sgt. Robert L. DcLisle, son of Mrs. Ruby M. One of the most serious shortages is in the area of drainage and irrigatioin ma chines, the paper said. "The wear and tear of drainage and Irrigation ma chines has been especially severe because drought struck in the past few years in suc cession. . . Since the machines have been operated for a long er time, more of their parts have now to be renewed. Take small farming implements for instance. Because othe com mune members have gone out to work more often and be cause the degree of utility of land has been raised, many of them have been orn out. Consequently, many of them are needed." The article lamented that "comparatively little atten tion" has been given to the production and supply of these articles. It also implied that the quality left much to concerned, what the peasants be desired. "Where quality is require of industrial and handicraft products is that they are suitable for practical purposes and durab'e. The quality of a product has bear ing on its durability. . .
