The subcommittee said Dr. James T. Ralph would be the first witness at resumption of hearings into Estes' grain stor sge operations. Ralph was an assistant sec retary in charge of the Ag riculture Stabilization and Conservation Service, through which Estes worked many of his alleged schemes. Ralph was demoted last February and was training to be agri cultural attache to the Philip pines when Secretary Orville Freeman fired him. Charges Phone Calls The department said Ralph was fired because he charged personal telephone calls to Estes. Ralph told United Press In ternational that he charged three telephone calls to a credit card he did not know belonged to Estes. Oilier congressionaf news: Aid: Senate. Democratic leaders hoped to muster enough votes to ward off an other setback to President Kennedy's $4.6 billion foreign aid bill. Democratic Leader Mike Mansfield (D-Mont), said he would do his best to defeat a proposed amendment that would cut $400 million out of the bill. Taxes: Senate liberals-fig ure the House has given them a new means of forcing action oh the administration's tax reform bill.
