From left are Gov. Ross Barnett, Mississippi; Russia Summons Satellites To Talk Plans for Economy Editor's note - A Commu nist summer meeting opens Wednesday in Moscow. What s behind the move? The chief diplomatic correspond ent in Europe for United Press International spotlights one of the major reasons. By K. C. THALER London - IUPU - Russia, alarmed at the prospect of a widening West European community, is out to meet the challenge with a Red "Com mon Market." The summit meeting of Communist leaders in Moscow Wednesday is to deal with this problem, as one of the most acute on a wide agenda of topics. The Kremlin apparently wants to put teeth into its economic alignment with the satellite states in East Europe which thus far have escaped total integration into Soviet economic plans. The growth of the Euro, nean Common Market, Brit ain's current efforts to join it and American plans for a a subsequent wider Atlantic alignment have galvanized Premier Nikita Khrushchev into a major counter - cam paign. Demands UN Action Last week he served notice he intends to mobilize the United Nations against the alleged threat from the West European economic align menls. He wants a world trade conference to try and break up Western cooperation. But, the Soviet leader-who has already started to enlist African support for his cam- oaien-is lakina no chances. The Red alignment already is in existence. It was set up as the Council for Mutual Economic Assistance (COME CON) in January. 1D49, as a counter to the Marshal Plan which Russia rejected. Its aim was defined in these terms: "To strengthen the economic collaboration of Over-fhe-Counter Western Stocks By Unitfd Tresl Intf rnatlonal Bid Atkrd Bank of America 47-1; jO1. OREGON the socialist countries and to coordinate their economic de velopment on the basis of equal rights of all member states by organizing the ex change of economic and tech nical experience and render ing mutual aid in raw ma terials, food and equipment." Seeks Total Control The Kremlin's suspected real aim has been to get con trol over the satellites' econ omies and to make them de pendent on Russia beyond the hope of their turning io the west. The Kremlin leaders, plagued by agricultural and other economic problems, cannot have failed to notice the marked progress in the Western economic communi ties. The signs are that consider able adjustments will be need ed in the Red bloc, including one in the system of pricing wnich has been out ot touch with reality. Russia's latest modification in essential food prices and Khrushchev's frank explanation have show ed that evidently a review is in order of the inadequacy of trade, and aid, and over-all economic patterns which are frozen into uneasy equilibri um by Soviet dominance. All this is part of the race for a Red common market. Bartender Testifies At Schwemen Trial Portland - IUPII - Testimony continued today in the trial of Richard B.
