MAY 25, 1962 Railroad Parley Set for Monday Chicago )UPI The nation's both parties that the national railroads and five operating unions, at a seeming impasse over proposed work rules changes, today agied to post pone until next week their scheduled meeting to renew negotiations under the guid ance of federal mediators. Spokesmen for the unions said the postponement until next Monday was agreed upon so each side could marshal new approaches to the start of negotiations. The agreement to talk again came after Labor Secretary Arthur J. Goldberg reminded interest was involve in teieir deliberation. At issue are demands from both sides to revise work rules applying to 210,000 rail employees and a presidential commission report recom mending, among other things, elimination of 40,000 fire men's jobs. Both sides have criticized the voluminous report. Under the Railway Labor Act, it is not binding and the unions have said they refuse to rec ognize it as a basis for negotiations. Col. Millard, a 1 f!24 gradu ate of West Point, first estab lished a school to prepare boys Langlois, Ore. At ttie time of his death, construction had started on a new boys school which he was building at Bandon, Ore. More than 90 graduates of his Washington school have become generals. During World War II he served in the United States and in North Africa. He later was executive officer to the secretary (X? n e r a 1 of the Nuernberg Trials. He is survived by his wid ow, the former Esther Lound of Washington, D. C. Here is how military authorities answer that question. By DARRELL GARWOOD Washington -IUP1I- The mili tary services consider an ac cidental nuclear explosion to be one of the most unlikely events that could be contem plated, but they cannot en tirely rule out the possibility. For one thing, as the mili tary defines accidents, there is the possibility a psychotic individual might initiate the explosion, although this is "minimized" where possible by use of dual controls re quiring the presence of two or more authorized persons for such an act. Discussed in Handbook But what would happen if a plane crashed with a nu clear weapon aboard or an atomic-armed missile mis fired? The handbook explains that most nuclear weapons carry a certain amount of conven-1 tional explosive, which trig-1 gers the nuclear blast, and ' that a TNT-type detonation might occur if a bomber ' crashed with nuclear weapons ; aboard. Nuclear Blast Unlikely j "Even if such an explosion did occur, the nuclear com ponents would not necessarily be affected," the appendix stated. "A nuclear weapon is a j complex system and all of its j components must function al- j most perfectly if it is to pro-! duce an energy release that ; even approaches the designed value. j "Any nuclear energy con tribution resulting from the accidental detonation of the high-explosive com p o n e n t will, therefore, be cither com pletely absent or very small. "During more than 16 years of storing, transporting, fly ing, overhauling, modifying, inspecting, and otherwise working on and with nuclear weapons, the nuclear part of the weapon has not con tributed to the cause or the effect of an accident." i The appendix points out i that "in the few instances in . which aircraft containing nu clear weapons have burned, the fissionable material melt ed and was left on the ground as slag." Conduct Tests in Nevada The Atomic Energy Com mission has conducted exten sive experiments in Nevada to determine the conditions under which an accidental ex plosion could occur. In 19 such tests there was a "meas urable nuclear yield." In most cases the nuclear yield was measured in tons, but in one experiment on Sept. 28, 1958, it amounted to 13.000 tons, or more than half the power of the Hiro-1 shima bomb. However, the I AEC did not make clear whether all or part of this j explosion may have been an intentional part of the experi ment. Although the handbook did not discuss safety devices, sci entists are known to be con fident that they can equip nuclear warheads with con Irols preventing low-altitude I explosions, or detonations dur ing a launching misfire. Union To Appeal Monitor Decision Portland-'l'Pli-The attorney of local 701 of the Hoisting and Portable Engineer said today the union will appeal a Circuit court decision to mon itor the local's next election. Clifford D. O'Brien said the appeal is planned to the Ore gon Supreme court Circuit Judge James W. Crawford handed down the decision last month following an eight-day trial on charges by six union members against local officers.
