" Instead of preparing an ad' vance text and adhering to it in actual delivery, he has long been known for virtually abandoning carefully written prose and veering off extern poraneously. Now, he's beginning to abandon even prepared ex cerpts." What he likes to do is this: Prepare extensive, typed notes on a number of subjects that may appeal to him. Then, at the actual affair, usually a dinner, he listens to the speak ers before him and scribbles industriously as ideas strike him while others are talking Thus, when Kennedy rises to speak, his content is min utes-frcsh and his topical ref erences are tailored adroitly to the audience before him. He seems to be becoming in creasingly facile at playing off on the remarks of others. Some of the best professional comedians in show business- Bob Hope, Joey Bishop, Dai ny Thomas and Elliott Reed to name a few-have seen this trait put to effective use In each case, the comedian appeared in a show for the President at a banquet and Kennedy spoke at the end of the evening. VOTE MO ON He uses topical material, sometimes truly inside local matters, to effective advant age. Speaking in Milwaukee the other night, he fished from his pile of papers a penned note dating back to his 1960 campaign in Wisconsin. In effect, it was a promis sory note by Kennedy to visit the village of Mukwonago. It seems candidate Kennedy in I960 was invited to the vil lage. He sent the chief officer of the town, William Hcrrling, a writcn promise. In the note, the President explained he could not accept the village invitation to speak because he had to address a stcelworkers meeting in Pittsburgh, but would go to Mukwonago at a later date. "I hale to think how many of these are distributed all over Wisconsin," the Presi dent said, "and I am going to have to go. You may have to give me several years, but I will go." En route to Milwaukee last week end to address a Jefferson-Jackson Day dinner, the President planned and had prepared ah advance text of his speech. But then he de cided to drop the documen tary approach and speak en tirely from notes. "In this way," a friend told him, "you don't have to get your speech cleared by the Pentagon." He smiled broadly at the banquet head table and re turned to scribbling notes to himself, minutes before lie spoke. Veteran House Member Surprise Loser in Primary By United Press International Veteran Rep. (jarrou u, Kearns, (R-Pa.) appears to be a surprise loser in Pennsyl vania s primary balloting and Rep. Phil Weaver lost to a fellow Republican congress man in a Nebraska battle brought on by redisricting. With 286 of 299 precincts reporting. Kearns trailed Dr. Joseph E. Weaver, an Erie physician, in the race for the GOP nomination in Pennsyl vania's 24th District. Weaver had 21,367 votes at that point; Kearns, a House member since 1947, had 20,175. In the Nebraska race, Rep. Weaver, seeking a fifth term, went down to defeat to Rep. Ralph Beermann, who is serv ing his freshman term in Con gress. The two were pitted against each other when Nebraska lost a House seat through reapportionment. There were few other un expected results in Tuesday's primary voting in Pennsyl vania, Nebraska and Mary land. The best known figure in the voting, former Interior Secretary Fred Seaton, won the GOP nomination for gov ernor in Nebraska by a land slide. Served Under Eisenhower Returns from 2.013 of 2,172 precincts showed Seaton. who served under former Presi dent Dwight D. Elsenhower, with 122,060 votes against 15,063 for his closest oppon ent, rancher George Clarke. Gov. Frank B. Morrison won the Democratic nominee action. Morrison, trying to become the first Democrat in two decades to win two terms as governor, defeated Mrs. Ralph G. Brooks, the widow of his predecessor, by a margin of about 5-1 in the primary. Former Philadelphia Mayor Richard Dllworth easily won i the Democratic nomination ; for governor of Pennsylvania. He defeated his nearest rival. McKeos Rocks businessman Harvey S. Johnston, by a mar : gin of more than 5-1. In November, Dilworlh will I face a fellow Yale graduate. E Opportunities Noted In Speech Field Ashland - Nurrajroua oppor tunities exislln Oregon in the field of public school speech correction, according to Dr. Leon C. Mulling, director of the Southern Oregon college speech and hearing center. Currently, about one-half the number of people required are being trained for openings that exist. Many districts throughout the state have budgeted positions in this area but have been unable to fill those positions because personnel with appropriate training are not available. The shortage of such personnel in Oregon . reflects a national shortage-just as severe in oth er states as it is here, he said. Work leading to a tempor ary Oregon speech correction certificate may be obtained at SOC, Dr. Mulling said. He noted several courses listed in the new college catalog, in cluding principles and tech niques of speech correction; phonetics; speech science; re search studies in child devel opment; and graduate courses in education of the exception al child and clinical speech therapy. Those who are currently prepared or who wish further information regarding vacan cies, further training, or re quirements may contact Dr. Mulling at the college, or Lloyd Thomas, consultant, speech correction, state de partment of education, Salem 10, Ore. William W. Scranton of Scran- ton, who won the primary by about the same margin. Democratic Gov. J. Millard Tawes chalked up a strong victory over a field of six candidates in the Maryland primary. He will face former state Motor Vehicles Commis sioner Frank Small Jr., the GOP primary victor, in No vember. Other primary results: Maryland-Incumbents won in all six of the congressional races in which they ran. The one upset appeared to be in the Democratic race for con-gressman-at-large where Carl ton Sickles led Tawes-backed Perry Wilkinson, 99,867 to 87.779. Pennsylvania - Sen. Joseph S. Clark was unopposed in his bid for the Democratic renomination. He will face Rep. James Van Zandt, who was unopposed on the GOP ticket.
