Town Within Town
Built on Highway 238 just
inside the Jacksonville city
limits, the Pioneer village is
a small town within a town.
All the buildings in the village
are either built to resemble
pioneer buildings or are ac
tual historical buildings which
have been transported to the
site and restored.
Most of the restored build
ings are from the 110-year-old
Robert V. Beall estate
near Central Point. The build
ings range from 60 to 100
years old.
One of the most interesting
of the Beall estate buildings
is an old butchering house.
This building will be on dis
play with the hog scalding
vat, meat cutting blocks, meat
hooks, and other antique meat
cutting and curing imple
ments. Another of the buildings
will be a small church where
non - denominational services
can be held and which will
al vays be open for medita
tions. The building was once
a photographic studio which
Mr. Beall built for his son.
Other buildings in the vil
lage include a blacksmith
shop, tack room, corn crib,
and jail.

will depend on whether or not thoy sift fact from fiction. The
opposition to Homo Rulo is guilty of flagrant distortion and
half truths on many important points. Hero ia a sample and
the FACTS. (Reference is made to apecific sections of tho
Charter, so that you may check for yourself.)

Know The Facta When You Vote!
Charge: "The power and authority you now have . . .
will be lost to you because you confer it to
the County Commissioners."
Answer: FALSE. Power and authority over county af
fairs now rests entirely with the state legis
lature. The charter returns this power to the
people and provides for its exercise through
elected commissioners. Our system of repre
sentative government rests on this principle
for power In people with no agreed-upon
method of exercising it is anarchy.
Charge: "You will lose your right to vote for all office
holders except for one which is that of Com
missioner." Answer: MISLEADING. You will vote for seven com
missioners to represent you in solving local
problems locally. You now vote for eight of
ficials who can do for you only those things
allowed by the state legislature.
Charge: "All other offices will be appointed, and
thereby you will lose your right to petition
of recall to those appointed offices."
Answer: MISLEADING. At present, to recall an unsatis
factory sheriff would require over 7,000 sig
natures on petitions, a special election at
great expense to the county, and a majority
vote at that election. Under the charter citi
zens would need to convince just four of the
seven commissioners that the public was dis
satisfied with the sheriff in order to have him
removed.
Charge: "You may be governed by appointive offic
ers, who may
rules and regulations . . .
Answer: FALSE. Under the

Answer: FALSE ON TWO COUNTS. 1) The charter can
not change the tax base law, and 2) all bonds
must be approved by vote of the people con
erned including bonds to be retired by spe
cial assessment. At present, by special acts of
the state legislature some bonding of the
county may done without a vote. This Is
forbidden by the charter.
Charge: "You will lose control of a special district . .
Answer: FALSE. Decision as to whether members of a
special district wish to operate under state or
county provisions rests with the members of
the district. If they elect to coordinate their
administration, purchasing, etc., with other
similar districts In the interests of economy
and efficiency, the board of 7 county commis
sioners will serve as the governing body of
the district at the request of the district
members.
Charge: "You will be controlled mainly by but one
person, the Board Chairman."
Answer: FALSE AGAIN-ON TWO COUNTS. 1) The vot
ers will control the board, not the board the
voters. 2) The chairman will have ust one
vote among seven. It is highly unlikely that
any six commissioners elected by the people
of Jackson County will allow themselves to
be "bossed"!
Charge: "We have a government now which has
power and authority to do about everything
necessary for the County and the People."
Answer: FALSE OBVIOUSLY. If this were true, the legis
lature would not have proposed the home rule
amendment to the state constitution and the
voters would not have approved It 2 to 1, In
the last legislature, the counties asked for
27 bills of which only three were passed.
Many of these bills were for things the coun
ties could handle locally under home rule.
Charge: "The Charter will have the Government de
cide what you want or don't want . . ."
Answer: RIDICULOUS. The voters are the government.
Under the charter the voters can exercise
control over county affairs as they have
never been able to under the present system.
