"The eagerness of many home owners to repair winter damage to their residences or to take advantage of the fa vorable spring weather in making additions or improve ments is commendable," Bates said. "As Realtors know, home maintenance is an essential factor In conserving property and neighborhood values and standards. And as long aa our home owners contract with our many established, reputa ble repair and maintenance firms for services and prod ucts, results will be good. "Unfortunately, howe v e r, spring always brings a return of fly-by-night operators who annually 'take' thl public for millions. It is against this lat ter group that home owners should be on guard." Batea said he was following a suggestion made to all Real tors by the national organiza tion, the National Association of Real Estate Boards, in is suing the warning. According to Bates, home improvement rackets flourish in a wide range of services and products-landscape shrub bery, house sidings, patio con struction, and "bargain" wa ter proofing jobs on damp basements. While there is no hard and fast rule that may be used by home owners in distin guishing between the claims made by the racketeers and reputable firms, Bates cited six simple steps that have been developed by the Fed eral Trade Commission from its experience in investigating home improvement frauds. They are: 1. Before signlfig for any offered service or product. get comparable cost estimates from at least one competing firm. Reputable merchants are quite willing to have this done. 'Hit-and-run organiza tions will immediately think of scores of reasons why the home owner should sign up with them immediately. 2. Obtain names and ad dresses of previous customers from the soliciting firm and contact these customers. Note in particular how long they say the work or product has been satisfactory. 3. Make sure the firm has a place of business. Many fly-by-night groups operate out of temporary headquarters such as a hotel room 4. If the product or service is said to be guaranteed, find out what is guaranteed, any conditions that Ve attached to the guarantee, and who will make good on it If neces sary and where he can be located. 5. Be doubly suspicious and ask many more questions if the price of the service or product it a rt deal lewer than the going price in the Medford srea for similar serv' ices or products. There are. of course, real bargains. But many so represented are no more than bait. M.dfori Highway 230 Will Open This Week Salem Two Oregon high way routes will be opened to travel for the first time this season this week, according to Slate Highway Engineer rorrest Cooper. The two, East and West Diamond Lake highways, Ore gon 230, and Mt. Hood Loop highway, Oregon 38, were closed last November with the onset of winter snow storms. Oregon 230, skirting the northern boundaries of Crster Lake National park, will be opened to through traffic at 8 a.m. May 15. The Mt. Hood route will open from south of Parkdale to the junction with Highway 26 just east of Government Camp May 17 at 8 a.m. State highway maintenance crews broke through the drifts on the Diamond Lake route last week, followed by break ing through the snow on Mt. Hood. Snow up to 12 feet deep on the roadway has been re ported by the crew at Hood. The extra week on each route before the opening is neces sary to allow cleanup work by the maintenance crews and drying of the roadbed, Cooper said. Crews will being clearing snow from the McKenzie Pass Highway 126 May IS, Cooper said, but no opening date can be set at this time. The routes are closed each winter by the highway de partment when light traffic and heavy snowfall makes it impractical to carry on snow removal operations. Alternate all-weather routes serve the areas during the closures.
