8 D SUNDAY, MAY 13. 1962 MEDFORD MAIL TRIBUNE, MEDFORD, OREGON Communications Workers Oppose Home Rule Plan The Communications Work' ers of America Local 9208 in Medford has gone on record against the proposed Home Rule charter and endorsed a number of candidates for the primary election Friday, May 18. "We believe the voter will lose control of the county government and the commis sioners and administrative as sistant will have too much power granted them in con trolling county affairs. We in. tend to actively oppose tills charter," the union local said The workers endorsed Charles Crary, James Redden, Al Bradford for state rcpre sentatives. Endorse Morriion They also endorsed W. E Morrison as a write-in candi date for state senator. "We feel he is the best qualified candidate and will represent all interests, all people fairly and conscientiously as state senator. He is opposed to the charter and home rule as it now stands. We intend to ac tively suport him," the union announced. The union local endorsed E. M. Madden for county clerk. Robert Duncan for congres sional representative from the Fourth Congressional district and K. C. (Swede) Wernmark for county judge. Thomas J. Reeder, former Jackson county district attor ney, urged the nomination of Duncan as the Democratic candidate for fourth district congressman when he spoke before the local last week. SP 2-2939 SIH GREEN STAMPS The Week in Building Shutdown United Prasi International Northern California build ing contractors, hit by scat tered strikes since several union contracts expired May 1, ordered a virtual shutdown on about $3.3 billion worth of projects. About 120,000 workers were scheduled to be idled. Unions applying to the "no contract, no work policy al ready had shut down about 20 per cent of construction in 46 counties. The contractors' action af fected building projects rang ing from California's mam moth $1.75 billion water plan to single-family homes. The construction of highways, bridges, schools, sewage plants, state and federal office buildings also were to be de layed, as well as nearly all major private building proj ects. Effective May 14 It was expected the shut down would become effective May 14. Contracts with laborers carpenters, cement masons and construction teamsters ex pired May 1. All the unions arc affiliated with the AFL- CIO except the independent teamsters. The principal employers' group, the Associated General Contractors, said union de mands greatly exceeded the Kennedy administration pol icy of wage increases limited to about 3 per cent a year. Employers have been offer ing what amounts to a 32- ccnts an hour increase in a three-year-package. The un ions have asked for a package amounting to $1.15 an hour in increases during three years. Elsewhere during the week, there were these develop ments: Titovi Soviet Cosmonaut Gherman Titov visited the San Francisco Bay Area for two days and took a cruise on the harbor to cap his stay. He came to California with his wife following a stopover at the Seattle World's Fair. Water: The California wa ter plan, an immense project aimed at conserving and sell ing billions of gallons now wasted in the sea, made its first delivery. Gov. Edmund G. Brown signaled the be ginning of a flow through the South Bay Aqueduct near Livermore. The system even tually will carry surplus wa ter into southern California, a distance of 850 miles from its starting point. Elephants! The first inter collegiate elephant race in human history was held at Orange County State college with 15 entries. Storktt Thomas M. April: San Francisco police chief Thomas Cahill consid ered the use of German Shep herd dogs to accompany pa trolmen on their beats. The announcement came after the chief ordered 100 more men includin? some station cao-tains-back to the streets to combat a recent wave of purse - snatching and mug gings. Public demand for more po lice protection on the streets reached a peak when April Aaron, a 22-year-old secretary, was beaten and knifed last month while walking through Golden Gate Park to a Mor mon Church function.
