Candidates Statements Th Mail Tribune, as in pail yean, is again offering space to candidates for public office in which there is more than cne candidate. These statements may provide biographical informa tion, the candidate's view on issues, and a Review of the program he plans to carry out if elected. The statements were prepared by the candidate him self, or a committee directing the campaign for the can didate with the candidate's knowledge. At the end of each statement are the answers to questions asked by the League of Women Voters of Ore gon. The questions for county office candidates are: 1. To what special areas pertaining to the office which you seek, do you plan to direct Yjur attention duping the next four years? 2. What is your position on the proposed County Home Rule charter and why? Answers to the questions are numbered according to the question. If no answers appear, the questionnaire was not returned. Democrats for County Sheriff ' I : I Berle Stephens I was born In Cody, Nebr., 46 years ago, and reared in Council Bluffs, Iowa. I attended public schools in Council Bluffs. My education Includes hlRh school and V,i years of business administra tion. I enlisted in the U.S. Navy in 1934, and was aboard a de stroyer near Pearl Harbor when the Japanese attack oc curred in 1041. Spent the en tire war in the South Pacific and Pacific in general. Was in the occupation force In Japan after the war ended. I was honorably discharged from the Navy as chief gun ner's mate in 1950. I came to the Rogue River valley in 1950, and in 1951 joined the Medford police de partment. I was employed by the Medford police depart ment until 1960, when I re sinned to become a private investigator for several firms of attorneys in the area. During my police career of some 8'-i years with the Med ford department, 1 was as signed to the field of crim inal and civil investigations, traffic control and enforce ment, service of all types of civil papers, warrants, sub poenas, summons and com plaints, public speaking in all Medford schools in regards to safety, and worked as a public relations officer. PAL Club Founded With the assistance of Chief of Police Charles Champlin, Capt. Clyde Fichtner, Hugh Jennings. Jimmy Zack, Martfo Fluhrrrvmd myself, the Med ford PAL club was founded. This club is still in operation. Was employed in the sher iff's department (civil and lax) in lilfiO at the sheriff's request due to two deputies being on sick leave with heart ail ments. Terminated this em ployment upon the return of the deputies. In October, 11161, I was re quested to relieve the Chief of Police in Central Point so he could fulfill his military obligations and also gain his vacation. This request was complied with. My present employment is that of private investigator with the majority of cases coming from attorneys. I am married and have one II - year - old daughter, Ber lettc. who attends MrLmigh lin Junior High. My wife, Irene, is a teacher in tile Med ford school system and hux bfcn for some 1 1 years. We own our home at 307 Hamil ton st., Medford. If elected to the office of sheriff, the following will be done by the sheriff s depart ment: Full Cooperation 1. This service will be rendered. 4. The sheriff is the tax col lector for the county. This phase will be carried out without favoritism. 5. Full prisoner security of the jail will be maintained without expensive electronic closed TV circuits. Efficiency in administra tion, careful analysis and scrutiny of the budget for the department and a me thodical system projected to stay within the budget. Stephens' answers to League of Women Voters' question naire: 1. Jackson county in gen eral, serving the citizens of aforementioned county as re quired by the sheriff's depart ment. This covers law en forcement of criminal and civil natures, safety and pro tection of life and property, tax collections and incarcera tion of prisoners. Personnel placed so as the escape of any prisoner would be next to Im possible. 2. Personally I think this a rather unfair question to ask anyone who is a candidate for office on the county level. The charter, of course, and I be lieve your organization, pro posed to abolish these offices. I am satisfied with the type of county government we now have and I believe the voters of the county should be able to select their sheriff rather than to have him appointed by a seven man commission, six of whom are required to spend but two days a month on county business. 1 fl IV, i Harold Ottosen Harold Ottosen, Democra tic candidate for Jackson county sheriff, is 42 years of age. (c) Deciding on the propri ety and legality of issuing warrants in all the varied cases that arise. (d) Maintaining vehicular and other equipment. (e) Managing the jail from the standpoint of sanitation and health, guarding the pris oners against escape, attend ing to the feeding of pris oners. (f) kecpiry; clear records of all receipts and disburse ments, and Maintain Relations fg) Maintaining good rela tions with the city council and the public it large. Ottoscn promises that, if elected, he will: (1) Eliminate and avoid ex travagances, holding the sher iff's budget within reasonable limits consistent with the ac tual requirements of a good administration. (2) In an effort to check juvenile delinquency before it becomes chronic, he and his deputies will treat young of fenders with the same consid eration and respect with which they would wish their own children to be treated by others in like circumstances. This is a direct outgrowth, and continuance of, tiie prac tice which he consistently followed as chief of police of Eagle Point. But concisely, the potential delinquent should be made to realize that the law is on his side, that the sheriff is there for the protection of himself and others, and that the rules and regulations which the sheriff is bound to enforce are for the benefit of every member of the public. Deputies Appointed (3) That resident area depu ties will be appointed for out lying districts that have no local law enforcement offi cer. The primary purpose of this would be to provide more prompt and effective protection than has heretofore been available In these areas. (4) the duties of the office will be carried out strictly and impartially in the Inter est of all the residents of Jackson county. Ottosen is presently a working shareholder of Med ford Veneer and Plywood Corporation. He is a member of the plant commiltee, which serves in a general advisory capacity to the management. lie is widely respected for his courage, Integrity, indus try, intelligence and practical common sense in financial matters. He enjoys the respect and confidence of his associ ates, who place great reliance upon his judgment. He Is uniquely qualified for the office which he seeks. The electorate is fortunate to have available a candidate of his stature and capacity. Otlosen's answers to League of Women Voters' question naire: 1. While home rule is at tractive In principle, I am opposed to the presently pro posed charier. Approximately two dozen candidates. Includ ing myself, are presently com peting in the primaries for elective county offices which the proposed charter would change to appointive ones, thus wasting the campaign ex pense and effort of all these people, if on primary election t day, the proposed charter is I approved. This absurd and un- I fair result would have been avoided if the timing had I been worked out with any I care at all. The oversight j cited above is only Illustrative ( of many defects present in the charter as drafted. ! "DON" X? r s n if r .,1 . -JK 'J Republiton Candidate for SriV Republicans fof County Sheriff William Manning The sheriff is the chief law enforcement officer in the county and has the ultimate responsibility for sound law enforcement. As a peace offi cer he may arrest any per- I son observed committing a crime, or for a reasonable cause, if the crime is a felony. He also acts as the district attorney's Investigator. He maintains the county jail, transports prisoners, handles civil matters for the courts, sets as baliff, organizes re serve units. He is responsible for an ef fective crime prevention and rehabilitation program. He maintains criminal records and Identification files. He cooperates with and assists other law enforcement agencies. Extensive Background In short, the sheriff must be a man with an extensive background in sheriff's re sponsibilities as well as have a formal education in proper, modern methods of law en forcement administration and supervision. He must be able to plan for future operations and expanded service for a growing population. For eight years I was a deputy sheriff in the largest sheriff's department in the west. I spent six years in a patrol car and was promoted to uniform sergeant. Later I was again promoted to detec tive sergeant and assigned to the headquarters detective bureau where I stayed for two years. I have two years college education specializing in po lice science and law enforce ment administration. I attend ed the sheriff's academy for five weeks on being appointed a deputy, and I have special training in the detection ot adioactive material. Military Service I was a master sergeant in the Air Force, a first sergeant of an Air Police squadron in Korea for 21 months. I was responsible for their training in police work as well as in military duties. I have a total j of eight years active service, four of them overseas. I resigned by position in the sheriff's department, an honorable resignation, .to move my wife and two chil dren to the Rogue valley. We are residing at 215 Vancouver avc., Medford, and I am pres ently your county constable, active in that phase of law enforcement work. As you sec, I have chosen career of law enforcement and except for a recent period of 5 " a years as a businessman. here in Medford and vicinity, I have devoted my time, ef fort and education toward that end. I invite comparison with any other candidate. I am not planning drastic, expensive changes in the sher iff's office. I do intend to di rect my efforts toward more efficient use of men and equip ment, more economical meth ods to accomplish the work to be done. I intend to re vitalize the sheriff's reserves, to formulate a comprehensive and effective youth program part of an overall crime prevention program. Faster, Belter Service 1 will provide faster and better service to the outlying areas of the county. 1 will continue and enlarge the re habilitation program In co operation with the county farm. I will organize a respon sible, dependable department of well trained men. Men qualified to give you the serv ice you expect and need. Criminal investigation, jail administration and re habilitation, better service, more efficient use of men and equipment through training and reclassification. Establish ing departmental moral code and esprit de corps. Reorga. nizing reserve units and coor dinating efforts with other agencies. . More effective crime prevention program (through working with juveniles. 2. I do not support the pro proposal. I believe that it is a step in the right direction, but do not approve the sheriff (top law enforcement officer in the county) being appoint ed, also the insecurity of this type of organization will tend to discourage career minded persons, and may result in even larger personnel turn over and lower standard of work and efficiency. Perhaps a civil service program should be instituted before the Home Rule Charter, a better classification and a more uniform system of wages and work require ments established. DeArmond Leigh "De" Leigh's campaign so gan is "Best Qualified," and this he is, for we feel that Jackson county is fortunate in having a man with his quali fications offering his services for the office of Sheriffv Leigh spent neerly eight years in the sheriff's office, from 1946 . to 1954. Three years he served as a civil and criminal deputy, and the last five years of that time as the chief deputy of your county, he understands and has worked all phases of the sheriff's office. Prior to this he was a member of the Ashland and Medford police departments, so he has to his credit a total of over 11 years of law en forcement in Jackson county. Leigh served in the U.S. Army from 1942 to 194B serv ing in G-2 or military intelli gence, where he was fortun ate enough to receive invalu able training and schooling which has been of great value ti him in both law and ad ministrative work. Operates Firm From 1956 to 1961 he own ed and operated 'De' Leigh Motors in Medford. For the past year he has been acting as manager for the new own er. Leigh has been a member ot the National Sheriff's as sociation for 15 years, a mem ber of the Ashland Elks, Dis abled American Veterans, Military Order of the Purple Heart, Veterans of Foreign Wars and the American Leg ion. He lives at 1131 North Main st., Ashland. He is mar ried and has three children in school. Born in 1918 at Brookings. moved lo Jackson county with his parents in 1929 and has lived here ever since. Attend ed grade school at Central Point, high school at Eagle Point and studied business administration at the Univer sity of Oregon for two years. He has made his home in Ashland for the last 24 years. Your sheriff today is a bus iness man, skilled in the ad ministration and management of several departments and heading a group of well trained and professional law enforcement, legal and admin istrative personnel. Initiative, integrity, capable manage ment and close co-ordination with other agencies and de partments of city, county and state government are essen tial qualities of your sheriff. The determination and elimination of cause of crime, through close cooperation with other departments and social agencies having proper jurisdiction is a never ending duty. This cooperation is the major means of maintaining a properly balanced work load, consistent with our popula tion and environment. Qualified Personnel The sheriff's department in Jackson county is well staffed with qualified and capable personnel. Their record of ef ficiency and integrity is ex cellent. With proper adminis tration and management on the part of your sheriff, this record can be maintained and the job of improving the de partment's service to the community can be continued. As a candidate, 1 have care fully considered the duties of the sheriff of Jackson county and offer for your considera tion what I believe are quali fications which will enable me to properly and adequately perform the functions of this office. My wife,, Dorothy, teaches school in Medford, and my two sons attend school at Hedrick Junior High. I en tered the Army in 1934 as a private, was commissioned in 1940 and retired from that activity in 1955 with the grade of lieutenant colonel. Throughout these service years I had the opportunity to serve in both command and administrative assignments. Has No Place When I left the Army I left my military personality be hind: it has no place in civil ian life. 1 do not intend to make a military type unit out of the sheriff's ucpartment. I do intend to retain that por tion of military training that is common to both . . . integ rity, loyalty, management ex perience and organizational ability. Other service assignments have given me experience use ful to the office of sheriff. These are police and prison of ficer, fire marshal and pro vost marshal. Fifteen years ago I pur chased property in Jackson county. Since my retirement from the Army in 1955 I have been active in civic affairs. Some of these activities have been a term as chairman of the Jackson County Red Cross Disaster committee, chairman for two years of the Presi dent's Committee for Employ ment of the Physically Handi capped, two years as chairman of the Big Pines Boy Scout District, and last year's presi dent of the Medford Kiwa.ns club. Civil Defense Director I am presently serving, and have for the past four years, as director of civil defense for the city of Medford. In the business field I have been ac tive as representative for Equitable Life Assurance So ciety. Your sheriff should be a person who has the best inter ests of the community and its citizens at heart: a person who has proven his interest in these fields. Your vote for Savard. Thesteadily increasing wgrk load placed on this de partment, caused in part by our increasing population, de mands sound business tech- niques and closer coordination with other departments. The determination and elimination of cause in juvenile cases is of major importance. 2. The committee has done an excellent job in drafting and presenting the Home Rule Charter. Its built-in flexibility will enable it to be modified to meet the needs of Jackson county as experience may de mand. The basic principle of better coordination and con trol is a sound business one. I will serve with enthusiasm whichever form of county gov ernment is selected by the voters of Jackson county. Tm Horn I am Tim J. Horn of White City, your Republican candi date for sheriff of Jackson county. I mean you, the indi vidual. In this campaign so far, I have brought out the fact that I have no affiliation in as far as organizations, fra ternities, societies, and clubs are concerned. To my way of thinking, this is another way of saying that I have no preju dice toward any of them or favors to return in the event I am elected. My only con cern has been, and will be, individuals; therefore, I will owe each citizen of Jackson county equal devotion. In so far as the adminis tration of the jail is concern ed, there would be equal treat ment of all prisoners regard less of their station in life or their affiliations. First offenders and prison ers awaiting trial, who are considered to be innocent un til proven guilty under our type of government, will be separated from those who have been convicted and are serving: time. The jail facili ties will not be used as a restaurant or hotel for sheriff department personnel. Dispersion of Personnel I believe in the dispersion of personnel so as to cover the county more efficiently and economically. In the event of difficulties, I would have a deputy in Rogue Riv er, Prospect, Applegate, and Ashland rather than having the personnel concentrated in the metropolitan area, and when difficulty develops in the outlying districts to be at an advantage, because the perpetrators of the crime will not already have a head start. There will be no disruption of the present personnel as long as each proves himself to be efficient, honest, and devoted to his duties. Replace ments, if necessary, will be judged only on those charac teristics. The sheriff's duties arc de fined by state law, and if these duties are done effici ently and with impartiality, the sheriff's department will be a credit to Jackson county and its citizens. I do not be lieve in interfering with the juvenile officer in juvenile affairs. - The sheriff's department will leave the care of juve niles in the place and in the hands designated to care for them. The Boy Scouts. Girl Scouts. Camp Fire Girls. 4-H clubs, FFA, YMCA and vari ous church young people's or ganizations help those willing to accept such help. The juve nile officer takes care of the difficult cases. This leaves no secment of our juvenile popu lation as a responsibility of the sheriff's department ex cept those who must be ap prehended and immediately turned over to the juvenile officer as provided by law. Adnvnistrative Duties Let's not forcet the sher iff's administrative duties as tax collector. There will be no change in the personnel of the tax department as long as it is operated efficiently. Any replacements will be based on ability and competence. I am not a hand shaker or a back slapper by nature: therefore, I will likely not meet many of you personally in the campaign. What would really please me is in about four years to have each of you slap me fln the back, shake my hand, and say, "Tim, you've done a fine job." r i- a. A-r ! V, Jack Sides Jack Sides is seeking the of. fice of sheriff of Jackson county on the Republican ticket. He was first of all of the candidates seeking this of fice to file for the position, and did so because he feels there is a need for honest, progressive leadership and for unbiased law enforcement. Sides was born in Texas, educated in Texas and Okla homa, is a veteran of World War II and has been a busi ness man and a home owner in Medford since 1948. He presently owns and operates Sides' Richfield Service and Rogue Towing, at the corner of Court st. and MeAndrews rd. Sides is a member and an officer of the First Presbyte rian church and a member of the Elks lodge. The duties of the sheriff's office in this county are to enforce the laws and to col lect the taxes. In carrying out these duties, Sides, if elected, proposes: 1. A more definite schedule of duties and responsibilities of the deputies, in keeping with the expansion and devel opment of the county. 2. A more positive approach to the matter of collecting de linquent personal property taxes. At the present time there is close to $500,000 out standing in our court house records. Some of this money can never be collected and should be written off the books, but the larger part of it can and should be collected, for when it is not, it places a heavier tax burden on those of us who do pay. 3. The reorganization of an auxiliary force, equipped and trained to cope with any emergency that might arise. This would be a volunteer or ganization to serve in any emergency without disrupting the duties of the present force. 4. A greater attempt to meet the many and varying calls and needs from ranch ers, farmers, loggers and oth ers in the outlying districts. 5. Cooperation with other agencies and groups in trying to prevent juvenile delinquent cy and high school dropouts. Attempts of this nature are being tried out in a number of sheriff's offices in different parts of the country with con siderable success. Sides has some constructive ideas in this field which he would like to see put into action in Jackson county which should be of per. tinent interest to all the citi. zens of the county. 7. Last, Sides promises the voters this one thing: that if elected to the office of sheriff of Jackson county, he will really work at the job. Thosa who have known him over a period of years know that hu has a reputation for hard work and for honesty. So on May 18, "Side with Sides," the man who will get the job done.
