o o, MEDFORD MAIL TRIBUNE. MEDFORD. OREGON Arthur M. Aivard, Repub lican candidate seeking nom ination for Jackson county sheriffs in the May 18 pri mary, lias changed his mind about the proposed Jackson County Home Rule Chfejer. In a letter to William W. Patton of the Ashland Cham ber of Commerce, Savard ex plained his position regarding the proposal. Last month, Savard was erne of several local candidates who spoke before the Ashland chamber. Savard said he feels "the charter is a definite improve ment over our present system with its lack of fixed respon sibility and inadequate co ordination of and cooperation between the various depart ments. "Our county officials w I 5 Cl r 'T--,v I mum J should not be critWzed for failure to discharge their re sponsibilities when we have failed to provide them with the prefer means' to do so," Savard said. "Control and management must be pro vided for our county govern ment." He pointed out that the "present controversy aoout the delinquent taxes of Jack son county has brought to light the true need in the sheriffs office; and for that matter, our county govern ment. The need is manage ment." Savard said "lack of proper organization and management in our county government" was clearly brought out in the newspapers, "in whi':h tt was pointed out thet one de partment, having a responsi bility to discharge, was de-' Sheriff Candidate ChangesMind About Home Rule Charter SUNDAY. MAY 8, 1962 niedj the means to do so by another Apartment who did not have the responsibility but controlled the means." This type of organization," he continued, "can only lead to confusion and failure to protect the interests of the taxpayer." Start of Campaign e said that at the start of his campaign he felt Home Rule was not the answer "to our problems and more tun? was needed to stiuty in order to o,velop the best possible plan for Jackson county. "I still feel adjustments will have to be made if it is to do the best job. I have read yie charter I have lis tened to the arguments on both sides in an honest effort to thoroughly understand it and hence to vote properly. ' While I feel that Home Rule, in its present lorm, is not the whole answer to our problems; I now plan to vote in favor of it as ao step in the right direction, keeping in mind that the charter has provided for the necessary' adjustments should they be found necessary."
