The comment concluded an evening of feats by DeMille dealing with sub nscious mind, telepathy, psychologi cal control and the forecasting of events. 0 The program concluded with the opening of a package by a member of the audience which had been mailed from Teyas April 25 to the club's secretary. Increase Expected In World Air Travel Montreal - (UPD - World air passenger traffic is expected to set new records in 1962, according to the International A i r Transport Association. IATA forsees an 8 per cent increase following a 6 per cent increase during 1961. The outlook for air cargo business also is promising, IATA foresees an 8 per cent carrying should Increase by no less than 300 per cent over the next 10 years, according to Sir Hudson Fysh, IATA president. Canada produces five times as much newsprint as all of the so-called communist coun tries combined. Constitutional Revision Gives . Increased lowers to Governor Salem-The way was pointed toward a more powerful gov ernor by the Constitutional Revision Commission in a re cent meeting here. It voted that the new Constitution will provide that the governoiObe the only elected executive of ficer. The Commission is drafting a proposed Constitution for the next session of the Legis lature. If the Legislature ap proves it will be passed on to the people for their vote. The policy of electing a governor only assed 9-6. It had been recommended by the commission's executive subcommittee. Functions Consolidated Left unsettled, however, were additional subcommittee recommendations that all ex ecutive functions of govern ment be gathered into not more than 20 departments under the governor's direc tion, and that the governor have the power to reorganize departments subject to legis lative veto of his plans. Other highlights of the com mission's meeting included creating an office of control ler to handle post-audit func tions, slightly increasing the signatures needed on initia tive and referral petitions. continuing the emergency board, and streamlining the militia and education articles. Policies adopted by the Commission included: -OThe number of signatures needed on initiative petitions to. constitutional amendments will be increased 14 per cent, those needed for statutory initiatives will be increased 7 per cent, and those needed on petitions referring a legis lative act will be increased 14 per cent. Annual Sessions The emergency board which parcels out money to branches of the government for contingencies unseen dur ing the legislative session, will be continued although the Legislature, under the new Constitution, will meet an nually instead of every two years. A subcommittee had recommended that the emer gency board be dropped. The long and detailed militia article was stripped to a statement that the Legis lature will provide for a mili tia for the defense of the state and the nation. The equally detailed edu cation article was stripped to a command that the Legisla ture provide for a system of common schools and that it provide for preserving school lands and the Common School Fund. An office of controller was established. It might be elective or appointive, de pending on the Legislature's will. Post audit is now handled by the secretary of state, who is also an executive officer. Existing methods of amending the constitution will be preserved and one method will be added: the people may by initiative call a constitutional convention, j However, amendments sub mitted by the Legislature must pass both houscsby min imum two-thirds majorities instead of simple majorities, j as at present. j Transferred To Statutes -Present constitutional de tail about operating elections will be transferred to the stat- j utes. Present provisions for continuity of government in case an enemy attack wipes j out large portions of the gov-; ernment will be continued. There will be no limit on the number of consecutive terms a governor may serve. The governor is now limited to serving no more than eight years out of any 12 consecu tive years. Existing qualificat ions for governor will be con tinued. These are U.S. citi zenship, a minimum age of 30 years and not less than three years residence. The governor's ability to enter local law enforcement situations when he believes the law is not being enforced will be preserved. The governor will con tinue to address the Legisla ture about state problems from time-to-time and will be able to call special sessions. A section requiring a state census every ten years midway between federal cen suses, which has never been enforced, will be dropped. Counties may continue to be subdistricted for Senate and House seats if the county comprises a single legislative district. But it will also be possible to split counties for Senate seats. Open To Public Legislative sessions must be open to the public at all times. However, the Commis sion rejected a subcommittee recommendation that com mittee sessions must also be open. Members feared such a rule would make it impossible for legislative committees to investigate allegedly bad sit uations without the danger ol harming innocent parties Provided that laws still will not take effect until 90 days after the Legislature ad journs unless the emergency clause is attached. . Deleted the provision that an elected officer who is elected to another position must resign his office prior to taking the new position. Police Subdue Young Car Thief Tacoma -(UPD- An 18-year- old Tacoma youth was being held in city jail here Thurs day charged with stealing a City of Tacoma car and driv ing it to Olympia. Police identified the youth as Michael Campbell. Bail was set at $2,500 by Justice of the Peace Elizabeth Shackelford. Campbell was arrested In Olympia earlier Thursday after a struggle in which Campbell and Olympia Patrol man Vern Jones fell through a plate glass window after Jones and another officer spotted the stolen vehicle. Campbell suffered a badly cut arm and Jones a deep cut on the hand. In the chase, Olympia po lice said the stolen car ram med a patrol car driven by Patrolman Earl Fey. Jones and reserve Patrolman Paul Greeley chased '.he youth af ter he Jumped from the car.
