Las Vegas Hotel Damaged by Fire Las Vegas - 1UPI1 - Six per ions were overcome by smoke and 125 guests were evacu ated when fire broke out in a seventh floor room at the $6 million Hotel Fremont Thursday. The hotel is located in the downtown casino center. The lire broke out in room 709. sending smoke pouring through several floors of the 15-story hotel. The flames were1 contained within th room and the fire was brought under control within 15 minutes after the 6:07 a.m. alarm. Gambling continued throughout the operation. Damage was estimated at leveral thousand dollars. Recreation Use Of Schools Urged Salem-IUPIi-For the sake of more recreation for adults and children, public schools have got to open their doors In off hours or week ends, and In the summertime, a panel at a Northwest Recreation con ference was told Thursday. Washington State Parks Di rector Clayton Anderson said this means giving the public more access to grade and high school swimming pools, gymnasiums, art and craft shops, and other facilities. He said the future of public Indoor recreation depends on this, for a good reason-smaller communities can't afford to duplicate recreational facili ties already available in pub lic schools. By PHIL NEWSOM UPI Foreign News Analyst The European Common Market is one of three inter related communities within six nations - Germany, Bel gium, The Netherlands. Lux embourg, France and Italy. The first was the European Coal and Steel Community which came into being in 1952. The third is "Euratom " set up to pool resources and knowledge for the develop ment of atomic power for peaceful purposes. Euratom and the Common Market were established in 1958. ! The forces which led to the European Community have been both political and eco nomic. A first motive was to end the historic enmity between I France and Germany. Economically, there was a growing realization that in a world of super-powers head ed by the United States and the Soviet Union, only through unity could Europe retain a competitive position and a powerful voice in world af fairs. Purposes Combine In both France and Ger many, stagnation had set in due to lack of competition and enterprise. On May 9, 1950, French Foreign Minister Robert Schuman made an audacious proposal. He suggested that French and German coal and steel production be placed under a "common high authority." His proposal first produced amaze- I ment and then enthusiastic j endorsement. The Coal and Steel Com- munity established the pattern for others to follow. I At its head was a "high au thority" independent of in dividual governments. A coun cil of ministers representing the governments provided a watch-dog body. A European parliamentary assembly chosen from parliaments of the six nations reviewed high authority by majority two thirds vote. A court of justice of seven judges made decisions which were binding on individuals, firms or nations. In this way, each of the member nations surrendered some sovereignly at the out set. Eventually, it is expected that the Coal and Steel, the Common Market and the Eu ratom communities will be merged. The court of justice and the European parliamen tary assembly already are common to all three. Leads To Others The successes of the Coal and Steel Community led to the establishment of the other two, and also encouraged the planners for a united Europe to overcome some obstacles and disappointments. One immediate result was both an increase in efficiency I and a lowering of costs. Since the high authority has its own income from taxes on the industry, it has been able both to encourage new industry and to improve living standards of workers. Loam for Homes The a ithority has granted loans totaling S90 million for construction of 52.000 work ers' dwellings. For capital investment it has loaned nearly $430 million dollars. Discriminatory freight rates are declining, and ultimately freight cars will roll freely from nation to nation as trade directs, rather than returning each time to their home na tion. As its predecessor, the Coal and Steel Community, is able to allocate development and aid funds, so is the Common Market. These funds are intended for agriculture, small and medium-sized firms and trans port as well as heavy and basic industry. Within the six nations, more than $120 million in i "pump priming" loans have ; led to a total investment of j nearly S900 million, spread i among Italy, France, Luxem ! bourg and Germany. The Common Market also is closely tied in with the economies of former French and Belgian colonies in Africa which now have achieved in ' dependence. Four African countries -, Ghana, Guinea. Mali and ' Morocco - already have com- missions working on details for an African Common Mar ! ket patterned on the Euro pean system. Aid granted to the rievelnp ; ing African nations so far by I the European Common Mar ket is S14R million nut of . $581 million set aside for the I years 1958-62. Customs duties on products not directly competing witli community projects either are j being eliminated or reduced. Included among such products i are bananas, tea, coffee, cocoa and tropical woods. Arouses Fears As the Common Market moves toward its goal of abo lition of custom duties within the six nations and setting up common external tariff against goods coming in from I the outside, fears have been aroused among other nations! that their export goods could j be priced out of the market. Hence, Britain's move to enter the Common Market despite conflicts with its own resDonsibilities to nations nf the British Commonwealth. Hence, too, United Slates' I concern. A list drawn up in February of this year by the United States Department of Com merce named products in which the United States and prospective Common Market countries account for 80 per cent or more of world ex ports. It is an impressive showing, for, conversely, it also demonstrates those prod ucts in which the United States might expect growing competition from the increas ing economic might of the Common Market.
