Congressmen Honored Dick West Presents Awards For Achievements in Congress By DICK WEST Washington - H'PH - The re cent "Osrar" awards for, dis tinguished achievements in motion p t c tures will be followed next month by the "Emmy Awards" for d i s tinguish e d achieve ments in tele vision. This seems like an a p n ropriate time, then, for me to sand wich in some awards that I would like to make for dis tinguished achievements in Congress. Up to now, the names of the winners have been kept in the locked vaults at Ft. Knox. Most likely, the win ners would have preferred that they remain there. Well, modesty will get you nowhere, gentlemen, so on with the ceremony! The first award, for the most ill-timed proposal by a member of Congress whose name begins with "M", goes to - May I have the envel ope, please? - Rep Gordon L. McDonough. On Feb. lb, McDonough sent a letter to the National Aeronauntics and Space ad ministration urging that the Project Mercury program be shifted from Florida to Cali fornia. William Ricken of the Salvation Army was elected a board member at the annual meeting of the Oregon State Conference on Social Welfare in Portland last week. At the same session, Robert Kelley of the Veterans Ad ministration domiciliary, at White City, was elected to serve on next year's nomi nating committee for the or ganization. New officers and board members were elected and guidelines for a new constitu tion and bylaws were adopted at the meeting. Captain Rick en will serve a three-year term on the board. The Oregon State Confer ence on Social Welfare is a state-wide organization com posed of lay and professional persons interested in social welfare problems. Membership of the organ ization Is divided into three districts-Portland, Willamette (Salem area), and West Cen tral (Eugene area). Members at large are in the process of forming other districts. Committee Questions Land Board Leasees Salem - IUPH - The Legisla tive Interim Committee on Natural Resources said Mon dayit is sending a land manage ment questionnaire to 300 ranchers who lease property from the Oregon Land Board. The nine member commit tee, headed by State Rep. Clinton P. Haight Jr. (D Baker) wants suggestions for the long range land policy on which it is working. He said the weather post ponements at Cape Canaveral had "placed the United States in an embarrassing position in the scientific community of the world, and should the shot, when it does occur, be a failure, this embarrass ment would be compounded." Four days later Glenn went into orbit. The next award, for the most personalized income tax relief bill, charity - begins-at-home division, goes to Rep. Hugh L. Carey of New York. Carey proposed that the de pendence deduction be put on a stairstep bassis ranging from $600 for pre-school de pendents to $1,400 for those in college. Has Eleven Children According to the congres sional directory, Carey has 11 children. The award for the most per sonalized transportation bill, home - away - from - home division, goes to another New Yorker, Rep. William Fitts Ryan. He introduced legislation to require Washington taxi cabs to "light their lights as the taxis do in New York City." He explained that vis iting New Yorkers trying to flag a cab in the capital were unable to tell whether it already was occupie. My final award, for the neatest trick of the year, is a conditional one, which I am holding in abeyance until it actually is performed. At such time, it will go to Rep. Jack Westland of Wash ington who received a letter from a constituent demand ing he "get behind our gov ernment and pull." Tax Commission Lists Unclaimed Tax Refund Checks Home Rule Charters Opposed by Sheriffs A committee of Oregon sheriffs went on record last week in Eugene opposing home rule charters as pro posed in several Oregon counties. In the statement, Denver Roung, Marion county sher iff, said that the Oregon State Sheriffs' association objects to the fact that the proposed charters do not set forth any degree of qualifications for the few elected officials. The proposed charters, he continued, place the respon sibilities in the hands of a few men that would be elect ed to both legislate and ad minister the laws that they would create. Salem The state t a x commission has issued a list of unclaimed state income tax refund checks which it has been unable to deliver during the past few years. The commission said that in many cases, the taxpayer himself is not aware that he had a refund, the refund be ing the result of commission auditing. By the time the re fund check was mailed, the individual has moved with out leaving a forwarding address. Refund claimants should send their inquiries to the commission's main office in Salem, marking the envelope "unclaimed checks." All claimants have been asked to send evidence of identifica tion, including social security number.
