HUTNYAN Washington -IUPII- Congres sional members of President Kennedy's public transporta tion aid bill feel it may be in danger if the House Republi can leadership chooses to op fjose it and to make its oppo sition a matter of party dis cipline. Otherwise, the feeling is that the base of support for the legislation is broad chough to withstand expected assaults from conservative ahd rural groups. !The Senate is scheduled lo open hearings Tuesday on the 5500 million matching grant program intended to stimulate improvements in public rail and bus systems. The three-year plan-which would broaden a transit aid program enacted last year-is one of the xnost politically complex issues to come before Congress. Seeds of Conflicts The emphasis on expendi ture of public funds suggests .a potential conservative-liber- il conflict. It also could shape lip as a battle between the ur- ;Jan and rural blocs. However, in both cases the irariilional battle lines are ;tlurrcd by geographical and pilfer considerations. - Supporters are counting on jjhe railroads and the urban 'Republican congressmen to ,'use their influence with the r.OP lo keep the bill from be coming a strictly partisan tissue. Supporters also say the fact the administrative machinery already is set up and operat ing will make their jobs easier this year. Dean Maser has been head of Oregon Stale's school of business and technology since it was formed in 11)42. FCC member Robert E. Lee Selassie's Ship Stirs Controversy Washington -IUPII- A con gressional controversy today swirled around Ethiopian Em peror Haile Selassie's flag ship. The storm centered on how much il cost the United States to provide Ihe emperor with the World War II seaplane tender Orca, which was taken out of mothballs and convert ed into a modern patrol ship wiih air conditioning and gold wallpaper. The Slate Department told Rep. J. T. Ruihertord last week that the job cost $175, 000, including $U for Ihe wallpaper. Rutherford promp tly issued a statc.nent chas tising the critics who had claimed the ship renovation cost the taxpayers $2 million. But congressional testimony was released this week which said the total lab was not $175,000, or even $2 million but $.1 million, including $500,000 lo train the Norwe gian crew. Rutherford said h. would demand an explanation of its "erroneous information'' from the State Department. Wayne Morse (D Ore 1 Thurs day challenged any sugges- said he would like to see more or television's increas ing profits ploughed back into public affairs projects. "Television is not a nation al cash register," he said. In his final statement, Lee again urged the FCC td clarify its rules on local autonomy in the operations of ,chain owned television stations so "the industry will know how to comply." The hearings began last month with testimony from 99 witnesses. The inquiry re sumed April 12 to permit Chi cago's four commercial and one educational station to pre sent testimony and exhibits concerning their local pro gramming. Not Renewed Three of Chicago's four commercial stations are net work owned"; WNBQ by the National Broadcasting Co., WBBM-TV by the Columbia Broadcasting System, and WBKB by the American Broadcasting Co. License of Ihe three network stations have not been renewed. Lee said before the start of the inquiry and reiterated during it that the hearings would have no bearing on re newal of the licenses. In his final statement he reassured the station managers he had heard nothing in the testi mony that would jeopardize the renewal. Licenses of the other com mercial station - WGN TV, owned by the Chicago Trib une and WTTW, the educa tional station, have been renewed. Pickets Protest Freighter Loading Seattle -IUPU - Pickets, some of them American Legion members and others describ ing themselves as "just Amer ican citizens," showed up at a dock Thursday to protest the loading of the Greek freighter Annitsa with grain bound for Communist Poland. The picketing disrupted the loading for a few minutes when longshoremen refused to work behind a picket line. Under police order the picket line moved back about 500 feet and work resumed. The first pickets, seven women and a man wearing a Barry Goldwater pin, showed up at 1 p.m. They were joined later by about 20 members of Seattle American Legion post No. 1 and the Burien, Wash., post. When the American Legion members showed up, Republi can Rep. Thomas Pelly of Washington released a pre pared statement in support of the picketing.
