On the other hand, people who work in the Capitol contend that west system is log ical but the visitors are con fusing. With a new tourist season now getting under way, I i"fi ""(jjjf- id Kennedy Army Releases Reservists Washington - (UPll - Presi dent Kennedy has freed two Army reservists who got into trouble for complaints about the delay in releasing troops called to active duty in the Berlin crisis. Kennedy told a news con ference he had ordered the Army to cancel the pending court martial of Pfc. Larry D. Chidcster, who sent a letter to his senator protesting a de lay in setting a date for his return to civillian life. Chidcster, an Army nation al guardsman, is stationed at Ft. Lewis, Wash. The President also announ ced that he had directed the Army to cancel the remainder of the six-month sentence of Pfc. Bcrnis G. Ownes, a re servist court martialed at Ft. Polk, La., for his statements in connection with a "we want out" demonstration. thought it might contribute to better understanding between the public and the Congress if 1 undertook to explain how the system works. It's simple, really, and once you get the hang of it you have no trouble finding your way around, particularly if there is a guard handy to give you directions. For instance, if we enter the new House Office Build ing through the main door, we might think of ourselves as being on the ground floor. But technically we will be on the first floor, the ground floor or the street floor, de pending on how you look at it. Or, if we enter the main door of the old House Office Building, we will be on the second floor, which corres ponds to the first floor of the new building. Technically, the old build ing docs not have a ground floor, so its street level is either the first floor or the second floor. You follow me thus far? Very well. If we now take an elevator to the lowest level, we will be on what is technically known as the basement floor. Here we will see a sign which says "subway to the fourth floor." This doesn't mean the sub way runs to the fourth floor. It means the elevators run from the subway to the fourth floor. The subway runs to the CaD- itol proper, where the floors a-e loitered,, "B." "F." "p" and "G." If we ask the ele vator operator for the ground floor, he will let us off at "F," not "G." No 'S' Floor "F" stands for "first," but is usually called the street floor. There is no "S" floor except in the old Senate Of fice Building. But there "S" stands for "subway," not "street." Elsewhere, the sub way is lettered "B." which stands for basement." The level on which the House and Senate chambers are located is called the "floor.' It, however, is not let tered "F." It is lettered "P," which stands for "principal." In the' Capitol itself, "G" , stands for "gallery," but in ' the new Senate Office Build- j ing, "G" stands for "ground." However, the "G" floor is at ground level only at one end. At the other end, the ground, or street, level is the first floor. This completes our orienta tion tour of the Capitol. All we have to do now is iind our way out.
