Husband of Excommunicated Woman Asks Action by Church New Orleans (UPC Ber nard J. Gaillot Jr., whose ex communicated wife dramati cally knelt before a Roman Catholic archbishop Tuesday, said today he shared his wife's views on segregation and should be excommunicated with her. Gaillot, 44-year-old parts clerk, expressed his views In a letter to Archbishop Joseph Francis Rummel today. He asked the archbishop for a reply. Mrs. Gaillot and two other segregation leaders were ex communicated by Archbishop Rummel for what was called their disobedience to the church. Declines To Answer Mrs. Gaillot, president of Save Our Nation, Inc., which insists that the Bible demands segregation, broke Into a oil grimage on the Notre Dame Seminary campus Tuesday. She fell on her knees before the 86-year-old archbishop and asked God to "have mercy" on the prelate for his integration stand. She asked the archbishop . to admit he erred in exconv municating her. The archbishop did not an swer. A group of women mak- Maundy Thursday Services Set Maundy Thursday services will be held Thursday by many churches in the valley. Although some congrega tions plan special services, the majority of the churches will observe holy communion at various times during the eve ning. The First Presbyterian church. Eighth and Holly sts., has scheduled a 6:15 p.m. Palestinian meal followed by communion at 7:30 p.m. Church of the Brethren, 349 North Mary St., has scheduled Its communion and love feast at 7 p.m. Churches which have scheduled services t 7:30 p.m., include Ascension Lu theran, 2501 Barnett rd.; Con gregational, 2100 Oakwood dr.; Sacred Heart Catholic church, 326 South Oakdale ave.; last supper celebration and procession to the alter of repose and adoration through out the night, and St. Peter's Lutheran church, 1020 East Main st. At 8 p.m. the First Metho dist church, West Main at Laurel sts., will present the program, "The Upper Room." In Ashland, the First Meth odist church, North Main at Laurel sts., and Grace Luther an church, Frances lane, will hold communion services at 7:30 p.m. In Gold Hill, the Christian church, Fourth st. and Sixth ave., will hold candlelight communion services at 7:30 p.m. ing the pilgrimage through the seminary began reciting the Rosary. The archbishop then walked to his residence. In his letter to Archbishop Rummel, Gaillot defended his wife's segregation activities, which included picketing and publishing pamphlets against segregation in the public and parochial schools. Gaillot told United Press International that he too had picketed Coadjutor Archbish op John P. Cody's residence. Segregationists have claimed that Archbishop Cody, recent ly sent here from Kansas City, is the real power behind the desegregation of parochial schools and the excommunica tion orders. Gaillot said he forbade his wife to go into an audience with Archbishop Rummel without taking two witnesses along. Mrs. Gaillot's insistence on two witnesses caused de lays and finally cancellation of a scheduled audience with the archbishop. Mrs. Gaillot said she was not planning any other efforts to contact the archbishop. She said the next move in her appeal for him to reconsider the excommunication order was up to him. She emphasiz ed she did not kneel before him to lift the excommunica tion or to beg forgiveness for her prosegregation fight. Archbishop Rummel excom municated Mrs. Gaillot, politi cal leader Leander H. Perez Sr., and Jackson G. Ricau, ex ecutive director of the South Louisiana White Citizens Council, last Monday. All three publicly opposed the archbishop's order deseg regating 153 Catholic schools in southeast Louisiana next fall. They said they would ap peal their excommunications to the Vatican. The commission also rec ommended repeal of federal statutory ceilings of $3 mil lion a year on expenditures of national political commit tees and the annual limit of $5,000 per person on indi vidual contributions to each committee. It called the limits "meaningless." Drafted by Committee The report was drafted and turned over to Kennedy by a special committee headed by Alexander Heard, dean of the Graduate School, University of North Carolina. The Presi dent's Commission on Cam paign Costs was set up last November. The most detailed proposal by the commission was for establishment of tax incen tives for political contribu tions, largely designed to en courage a larger number of small and medium-size gifti. Tax Credit Allowed Under one plan, smaller contributors would be allow ed up to an outright $10 tax credit per year. A husband and wife filing a joint return could claim an annual tax credit of $20 provided they had contributed as much as $40. A $10 credit would be permitted for individuals con tributing as much as $20. . As an alternative, the, com mission also suggested permit ting a deduction in the man ner of contributions to charity, of up to ?1,000 per year per tax return. Dream of Politically United Europe Fades as Talks Falter rans-tiTD-me dream of a politically united Europe fad ed today with the foreign min isters of the six European Common Market nations dead locked over Britain's entry in the Common Market. The ministers wound up a one day meeting Tuesday without making any formal plans for resuming their talks or for a six-nation "little sum mit" conference which they had hoped to set up for this spring in Rome to sign a treaty for a "union of Euro pean peoples." The six Common Market countries France, West Ger many, Italy, Bcligum, The Netherlands and Luxembourg - have made little progress since they started work last October on a blueprint for a politically united Western Europe. Their deadlock became com plete after Belgium and The Netherlands told the confer ence Tuesday that they would not sign any political unity treaty until Britain becomes a Common Market member.
