John DuBay, National Li brary Week chairman here, said the program is one of a series presented by the Friends of the Library. To morrow night, Jack Sutton, Grants Pass and a southern Oregon historian, will present a program. The programs are open to the public, DuBay said. In connection with National Library Week, a new pro gram Is being initiated by Omar Bacon, librarian, which will offer assistance in fur nishing information on Impor tant issues confronting the county, state and nation. Source of Information Bacon said the public li braries are one source of in formation to help people un derstand and solve their prob lems. Libraries must know, however, the issues of Inter est in the community in order to provide the books, pamph lets and magazines which would provide help. Organizations and individu als have been asked to contact the library with suggestions for the new program, Bacon said. The library now has new material concerning a variety of community problems such as alcoholism, recreation, and juvenile delinquency. The United Nations, Communism, area planning and automation think young SERVE PEPSI are other areas in which the community has expressed in terest, Bacon noted. The Public Library of Med ford and Jackson County will receive suggestions for the important issues program at the library, by telephone and take home a case by mail. Hie traditional Navy punishment of a piece of bread, a jug of water and solitary confinement will not be abolished. This was the promise made Wednesday by Rep. L. Men del Rivers (D-S.C), chairman of a House armed services subcommittee cons 1 d e r i n g Pentagon - requested changes in the Uniform Code of Mili tary Justice. Rivers said at the begin ning of the hearing that bread and water was "as much a part of the Navy as the keel of a ship." He said the traditional law of the sea was a "strong thing. We aren't going to fool with that." The American Legion has asked Congress to abolish the ancient Navy punishment. The major change under consideration Is a military proposal to enable officers to give enlisted men stiifer pun ishment without the benefit of a court martial.
