OREGON Legislation Is Discussed by AOC Delegates Here , ' Proposed state legislation r was the main discussion topic ; as District 4 of the Association of Oregon Counties met in ' the Jackson county court room yesterday. County officials of Coos, Curry, Douglas, Jackson and Josephine counties met all day. ; Legislative proposals ap ' proved at the 1961 AOC con : vention include a revision of .: the county planning law, ex tension of "county district ' authority to water supply, county business licensing au thority, and limitation on - mandatory county welfare levy. Proposals approved by leg islative committee of AOC and carried over from the 1961 program are retirement . plan for elective county offi- cials, and authority to appoint a county counsel ' New Proposals , New proposals approved by the legislative committee are , revision of court fees and clerk fees, maintenance of property appraisals, farm tax ation in urban areas, mini mum appraiser salaries, crea tion of county sewer districts by petition, county school levy revision, payment of mileage allowances to county officials, county fair fund dis tribution, judicial jurisdiction of county judge, state depart ment of local government, conciliation courts, acquisi tion or conservation ease ments, restrictions on new in corporations, and payment of Interest on tax refunds. Proposals delayed until after discussion at the various district meetings are a merit system for county employees, watermaster legislation and six-year terms for county judges and commissioners. Health, Science To Be Topic of Event Eugene-Health and science topics ranging from cancer to accident prevention will be discussed at the health semi nar scheduled for the Univer sity of Oregon's summer ses sion. Sponsored by the school of health, physical education and recreation, the seminar will be held June 11 to 16 in the science building at the uni versity. Two to three hours of upper division or graduate credit will be given. The seminar will be coordi nated by Franklin B. Haar, professor of health education at the university, and Emtl FurreV, associate professor of health education. Elementary and secondary school teachers, health work ers, graduate students and up per division students may par ticipate in the seminar.
