kwm&si Ms Mmtmm for Tractors-for-Pri siin)irs Snap President Calls On Americans To Act Voluntarily : Washington -ffiPB President Kennedy called on all Ameri cans today to contribute to the voluntary ''tractors for prisoners" fund seeking re lease of Cubans held by , the Castro regime. Kennedy said export li censes for the tractors would be granted routinely by the State Department. But he said he thought the fund-raising campaign should be kept en tirely in private hands. - The committee is seeking release of the Cubans taken prisoner during the ill-fated Cuban Invasion. A White House spokesman said it was quite likely that the chief executive would make a contribution to the campaign, which is aimed at exchanging tractors and bull dozers for 1,200 prisoners. The White House also con firmed that it was the Presi dent who asked Mrs. Roose velt, Walter Beuther of the United Automobile Workers, and Dr. MUton Eisenhower, brother of former President Dwlght D. Elsenhower, to head up the fund-raising cam paign. Acting White House Press Secretary Andrew Hatcher said the President called Mrs. Roosevelt, Reuther and Eisen hower after being told a num ber of committees were being formed to raise money to meet the offer of Cuban Pre mier Fidel Castro to trade the Cuban rebels for tractors. The episode has aroused criticism on Capitol Hill. To day Sen. Homer E. Capehart (R-Ind.) sent a telegram to Kennedy asking if he had authorized the committee to operate as an official govern ment agency. Capehart has sharply criticized the com mittee's activities. Kennedy said in a special statement that "while the gov ernment is thus putting for ward neither obstacles nor as sistance to this wholly private effort, I hope that all citizens will contribute what they can. If they were our brothers In totalitarian prison, every American would want to help. I happen to feel deeply that 11 who fight for freedom -particularly in our hemi sphere - are our brothers." Hatcher replied with a brief "no comment" when asked if this statement Indicated Ken nedy would look with favor on using the same sort of bar ter system for gaining the re lease of Americans held by other Communist bloc na tions. ' In his special statement, Kennedy said he did not be lieve the tractor deal would violate the Logan Act, which prohibits unilateral trade ne gotlatldm with other govern ments Involved In disputes with the United States. The President also thought that contributions to the . tractor trade fund would be tax exempt. In another develop meet, Sen. Thomas J. Dodd (D Conn.) accused the' private committee of "irresponsible , meddling" In foreign affairs. Astronaut Flight Slated for July Washington -WTO- A space source said today it probably will be early July before the next American . astronaut takes a rocket trip down the Atlantic missile range. The National Aeronautics and Space Administration had planned to rocket a second astronaut from Cape Canav eral, Fla., around June 20 and to launch a third about six weeks later. These astronauts, John H. Glen Jr. and Virgil I. Grit som, are scheduled to repeat the performance of Alan B. Shepard Jr., who rode a Mer cury capsule briefly into space May S. It now appears, according to usually informed sources, that the June date no longer , la feasible for the first of the follow-up trips. ' ' Strategy Mapped For Conference Vienna -dim- White House news secretary Pierre Saling er and Soviet security chief Nikolai Sacharov worked out broad strategy today for as suring safety and privacy for their government chiefs who will meet here June 3 to dis cuss conditions. Salinger planned to fly home tonight, leaving the de tails to be worked out by others. He said his first meet ing with Sacharov, at the U.S. Embassy Tuesday, was "very friendly." Johnson re turned today from his flying mission to Asia on a note of hope for Free World prospects in the vital area. He was warmly welcomed home by President Kennedy who hailed the trip as "a- great public service." The vice president went di rectly to the White House to report to Kennedy after land ing at nearby Andrews Air Force Base in the jet plane that flew him around the world. . In greeting him at the White House, Kennedy said Johnson's Far Eastern trip was a great success which re- China Insists on Plenary Session Geneva -IDPD- Communist China opened a procedural argument at the Laos peace conference today by insisting that the talks be held in plen ary session instead of in work ing committees. The move, proposed by Red Chinese Foreign Minister Chen Yi, was interpreted by Western officials as an at tempt to keep the conference open as a propaganda forum as long as possible. Chen today launched a vitu perative attack on a broad peace program for Laos pro posed last week by Secretary of State Dean Rusk. Chen also took the oppor tunity to back the Russian de mand for a Communist veto on the actions of the Interna tional Control Commission in Laos. Eichmann Blamed For Lidice Incident Jerusalem -IUPD- Adolf Eich mann was responsible for the deportation and slaughter of 100 non-Jewish Czech children from the martyred village of Lidice in Czechoslovakia in 1942, the Israeli prosecution charged today. Briefly interrupting its case against Eichmann for the mass murder of six million Euro pean Jews, the prosecution submitted a series of docu ments designed to prove that Eichmann also ordered the deportation of the children to Poland. - There, the prosecution charged, the children were handed over on orders from Eichmann's office to the Ges tapo and killed. The vice president and Mrs. Johnson were greeted by Kennedy on the White House lawn where a helicopter which brought them from An drews landed. , Of his reception in the Far East, Johnson said: "I never heard a hostile voice, I never shook a hostile hand." Johnson, who left on his fact-finding trip May 9 also brought back a note of cau tion. The vice president, who flew 29,000 miles and visited six Asian countries in ,two weeks, was convinced there is a long, costly anti-Communist struggle ahead.
