Back Stairs: Those Kidnaping Threats Br MERRIMAN SMITH UPI White House Reporter Washlngton-fllfl-BacluUirs at the White House: Following President Ken nedy'a recent long week end In Palm Beach, Fla., It is possi ble to supply a few added de tails to the story of the kidnap tnreats -against Caroline Ken nedy. When the President and his family , were in Palm Beach for the Easter holidays, iht secret service picked up evi dence of emotionally voiced threats against the chief exec utive's 3 year - old daughter. Tracking down this report led the agents to talk of even more disturbing nature that some pro-Castro Cubans had talked about wiping out the enure Kennedy family. The investigation centered on four Cubans living not far from Palm Beach-a man and woman, presumably married, plus two additional men. They were watched carefully as long as the Kennedy family was in the vicinity. Danger Passes When the President, Mrs Kennedy and Caroline re turned to Washington after Easter, federal agents were able to pursue their investiga. tion in a calmer atmosphere and also without the preoccu patlon of having to give the Kennedys added protection. After pin-point examination of the backgrounds of each of the Individuals Involved, plus some discreet inquiries by un dercover men, there emerged this picture: True, there was some hot- tempered talk in a Miami gar ment factory about kidnaping Caroline, and some disturbing rumors among Cubans in the West Palm Beach area about talk of an even more menac ing plot to destroy the entire presidential family. Because of the intense pro and con feelings about Pre mier Fidel Castro among the Cubans who abound in this area, there is bound to be a great deal of internal dissen sion, spiteful tales and a cer tain. amount of suspicious spy ing on one another. Federal agents and others involved in the investigation came to the conclusion that no matter how hot-headed the original threats, the Cubans who uttered or to whom the threats were attributed, never intended to carry them out. The threats added up to a lot of excited talk which seemed quite serious at the time. Charged witn the protection of the President and his lm mediate family, the Secret Service can take no chances in cases of this type and must run down every threat, ser ious or. idle. It also has been determined that one of the four Cubans Investigated closely had made one or more recent trips back to Havana, then returned to 46 Stales How Offer Aid To Retarded Youths Washington - (Science Serv ice) - Forty-six states are now offering clinical services for retarded children, as opposed to only four states in 1957, the Children's bureau testi fied in hearings of the sub committee of the House Com mittee on Appropriations. Dr. Arthur J. Lester, direc tor of the Children's bureau division of health services, said there are now 82 special clinics for retarded children in the U. S., and 50 of these have been developed through the maternal and child health program. Milk-free diet for infants with phenylketonuria, a me talobic disorder among the new-born, usually prevent a very severe form of mental retardation, and Dr. Lesser said particular attention has been g'ven to this problem in the past year. In well-baby clinics at least 25 infanta under one year of age were found to have phe nylketonuria and placed un der treatment in 1960 so they have a chance to grow up normally. 12 Million Saved From' an economic stand point alone, Dr. Lesser said the results are estimated as saving about $2,000,000 through prevention of retarda tion of this small group of children. The Children's bureau re ported that approximately 200,000 mentally retarded children and adults are being given residential care away from home. More than 90 per cent are' being cared for by 104 state institutions operated by 49 states at an annual cost to these states of more than $250,000,000. the United States, apparently with no trouble from the Cas tro government at a time when thousands of Cubans were being denied exit visas by their government. The status of this one sus pect still is not entirely clear. In early April, the govern ments was checking to see whether this one person was conveying back to Castro cer tain information on opera tions of anti-Castro groups In south Florida. Time Changed Although the person at one time reportedly was quite open with pro-Castro opinions, the tune changed markedly under the heavy publicity on the reported threats to. the Kennedy family. The person In question began to utter quite obvious anti-Castro sen timents and explained that the return trips to Cuba were to look after private property. Federal men are inclined to regard this latter tale with a touch of reserve. Not many anti-Castro Cubans are per mitted to move in and out of Cuba on missions concerned solely with the fate of their private property. The case has gone into the Secret Service files where it can be revived quickly if the particular individuals got hot headed again or are discov ered in any proximity to the Kennedy family. ; UNM V , 1 1 J ' i i i it ' . .
