Today: The By ROBERT B. DUNCAN WrilJen tor UPI Salem -WPD- Proper evalua tion of this legislature must await the passage of sufficient time to give us perspective. Even so soon after its ad journment, however, it is pos sible to make some prelimi nary judgments. The Ways and Means Com mittee, ably assisted by the legislative fiscal officer, dem onstrated the highest level of fiscal responsibility. It cut the governor's budget bills by more than $4 million,- That the final budget ended up higher than the governor's was due to three things: One Failure of the gover nor to Include funds in his budget for programs which he recommended, such as com munity mental health, the sur plus food distribution' pro gram, the Boardman project, and an additional building at Oregon State University to house a computer system all of which he knew would cost money. Two A bookkeeping trans fer of certain items from dedi cated to general funds, in creasing both Income and ex penditures, in the general fund without actually chang ing the total overall finacial picture. Three Certain salary in creases, including his own, for which the governor made no provision in his budget to gether with funds for a sound community college program; CARDS 217 I. Main Medford additional money for basic school support over and above the governor recommenda tion; money from liquor reve nues to the counties and for the education of migrant chil dren, all of which represent state payment of obligations which would otherwise fall on real property and thus rep resent real property tax re lief. , No Tax Increase All of this was done with in available resources and without a tax increase at the state level. Far from apolo gizing, I am proud of the rec ord in financial affairs. This Democratically-controlled legislature continued the .. effort to improve the business climate . commenced under Gov, Robert Holmes and advanced so nobly in the tax field by the 1957 and 1959 legislatures. An additional ad valorem tax exemption for new con struction of income-producing properties, coupled with authorization of the Board man project, the Internation al Paper mU at Gardiner, ex ploration for offshore oil and minerals at the mouth of the Columbia river all show that the legislature recognizes that both political parties, labor and management must pull together for maximum de velopment of our state. ' Agriculture received recog nition of its peculiar position in getting relief from real property taxes on farmland adjacent to urban develop ment. The dairymen were giv en temporary help to , save themselves from economic ruin together with a new milk audit bill. . Further anti-pick-eting legislation aimed at ag riculture labor was passed which I predict the state will live to regret. j Oregon will take full ad-i vantage of . the : federal pro-' gram for medicare and a sur-; plus food distribution pro-: gram was Initiated, The wel- fare commission was pre-: served against the , broad : and largely - unsubstantiated charges of the governor, leav ing needed changes to a time when the atmosphere will be less charged with emotion. A community mental health program was authorized. This will be the one thing for which this legislature will be remembered the longest, if it survives the 'political contro versy between the Republican secretary of state and the gov ernor as to the proper source of administration. Asm With Governor On this issue, I agree with the governor that it belongs in a new department rather than in the Board of Control, But I do not agree that the administrative dispute should defeat the whole program. It is far too important in terms of people restored to . their families and to their jobs as producers rather than exist ing in a- state hospital as wards of the state not to be immediately effectuated. An important labor election bill to eliminate picketing at the level of organizational and jurisdictional disputes and to substitute therefore an orderly election process was passed, I wish something similar might have been done in the field of. agriculture, : The 'workmen's oompensa-; tion system which we have had since about 1913 was pre-: served from destruction by the three-way bill which in my opinion would have been bad for both labor and man agement. In time and almost: at this session, a compromise will be worked out, accept able to both sides which will eliminate the defects in the present system, extend the coverage, and adequately pro tect the injured workman at a reasonable cost to the em ployer. - ' An expensive, harsh and unnecessary Landrum-Griffin type labor law was defeated. A - bridge was authorized over 'the Columbia river at Astoria. Higher education was provided for very adequately. Academic and state salaries were raised. The legislature: was provided with legislative; expense money, strengthening that branch of government. Air and water pollution control was strengthened, ad vances made in the field of civil rights, and steps taken to rehabilitate the anadra mous fish resource. At the same time we passed an unfortunate bill to allo cate territories between utili ties, destroying competition and perhaps ultimately turn ing the state over to a single electrical utility. This , was further aggravated by the ad dition of the emergency clause prohibiting a referral. This I think the state will regret. So with reapportionment of the legislature my guess is that this has been turned over to the courts as I doubt that the constitutional re quirements have been met in the bill which passed. Reorganization failed be cause of a multiplicity of mi nor objections which accumu lated into quite a force be cause of a serious disagree ment between the Republican secretary of state and the governor on the Board of Control, and because of the governor's attack on welfare which added to the fears of those who hesitated to concen trate power In hands of the governor. Adding accomplishments to the disappointments, I think that we can say this has been a good session and that Ore gon has been well served, : Fast Time in State Offices Requested Salem - SJPB - The Salem area Chamber of Commerce said Tuesday it will ask Gov. Mark Hatfield Thursday to establish daylight saving time for state offices and depart ments in Salem, The chamber said it also will urge the Salem City Council and the Marion Coun ty Court to adopt daylight time hours. Salem Chamber Manager Stanley Grove said some busi ness houses are being hurt be cause of added costs of carry ing on business due to the time differential with Portland. Twenty-five of 27 directors of the Salem chamber said in a poll they favor the change here. About 500 chamber members were polled In Salem and 88 per cent satd they fa vor daylight time.
