"The Southern Oregon Hu mane Society then submitted a separate set of recommenda tions, directly to the court. Be cause their recommendations were never presented to the committee fjor examination and study, I do that now, pub licly. ' 'They based their actions on the following points: "1. That five members of a nine member committeje signed their recomendations. "I believe that anyone who accepts the responsibility of a committee appointment should show enough concern to at tend the meetings. Every member was notified of each meeting. Of the signers for the Humane Society's recommen dations, one member attended one meeting only, for about a half hour; two other members attended a small portion of . ' . V. Those voting for the official committee recommendations attended all of the meetings. Do you think that the votes of those who didn't take (he time to attend the meetings should be counted? City Responsibility '2. That the stray cat prob lem Is a city responsibility rather than a county one. "I believe it is a problem to be dealt with on a county level, with the cities co-operating. They may be city cats, but the most of them are dumped' in the county, where the city has no jurisdiction. 3. That there la a conflict of interest in the committee recommendations, between the proposed Cat Control Board and the Dog Control Board, and a conflict ot interest be tween the proposed Cat Con trol Board and the Southern Oregon Humane Society. "The Dog Control Board Is not Involved; the Humane So ciety is a private agency; and the Cat Control Board will be under county Jurisdiction. So where is the conflict? Duplication of Service "4. That there is a duplica tion of service in the commit tee recommendations and the services now being performed by the Humane Society. "Humane Society, in 32 years of operation, has never offered a pick-up service for stray cats and has steadfastly maintained, throughout the meetings, that they would not offer this service except if cats were brought to central holding points for bulk pick up. So where is the duplica tion of service? "5. That the procedure rec ommended by the committee, through dog control facilities, cannot legally be done. "The committee recommen dations do not go 'through dog control facilities.' They propose the use of facilities on county owned property and in county owned buildings. This is, as far as I can ascertain, perfectly legal. Otherwise, why would the plans for the new dog pound include cat cages? Use of County Funds "6. That county funds could not be used, and dog control funds should not be used. "County funds can be used and dog control funds will not be used. I understand that the county has the power to al locate, If needed, the neces sary funds and that any sur plus dog control funds, each year, are turned over to the county general fund and can be allocated In any way the county sees fit. "7. That their plan Is more economical. "Their plan Is not more eco nomical. Perhaps, had they not leased out their facilities to a commercial business, they would be able to handle the problem economically. As it is, their present facilities will not begin to suffice, even with their planned $2,000 expan sion. The major part of this will go to the building of an extra room for their employee and their plans call for only eight cat cages. For in stance, many old people now are writ ing to say that a- friend saw in a magazine where a med icine has been found which dissolves cat aracts. My correspondent asked her doc tor and her druggist, and they didn't know It, and so now she is appealing to me. I am pretty sure that the article the friend taw was about the digestive ferment which, when during an opera tion, is dropped Into the in side of the eye by the ophthal mologist, will loosen up the attachments of the lena so that it then can be more easily re f ,( ' V v it ' SSMUaiRSlBaMaS moved through the cut that has been made. - So far as I can learn, there is no medicine that will dis solve a cataract and hence when anyone gets too blind to do any reading he or she had better go to a good ophthal mologist and have the frosted lenses removed surgically.
