The House had approved a final adjournment time of 8 p.m. Tuesday but the Senate ignored this, breaking up hortljr before S pm and scheduling a full day today. It take agreement of both housei for final adjournment. There was widespread feeling In both chambers that some time today - probably tonight - is It. , . ... .,, . Regular committee action remained almost non-existent Tuesday as both houses labor ed through long calendars. Special . conference commit tees of four members each continued to hammer out last minute compromises, with the income tax relief conferees still at an impasse. The next two-year budget continued to shape up as about $366 million, $7 mil lion over that recommended by Gov. Mark Hatfield, with the key Ways and Means com mittee ready to quit. Othar Highlights Education - A basic school support hike from the present $105 per census child to $120 per child by 1963 passed the GIFTS (s and CARDS & T r i a. The state's contri bution to school costs would be $20 million over the pres ent $107 million. Business - A uniform com mercial code won Senate and Senate Approves Commercial Code Salem - (UPD - The Senate late Tuesday approved the uniform commercial code bill, a swing proposal that affects just about every business transaction in the state. The bill passed 20-8 and went back to the House for concurrence in amendments. Effective date of the act, as proposed by the Senate, would be Sept. 1, 1963. Sen. Thomas R. Mahoney (D-Portland) lost in an attempt to get the measure referred to legislative counsel. He said making the effective date in 1963 is like "putting a time bomb In your house and if you don't pull the plug in two years it'll blow up in your face." Mahoney declared it would "wreck" bulk sales, hurting wholesalers. House and went to the Gover nor. Effective in 1963, the proposal would streamline business laws and affect vir tually every business deal In Oregon. Johnson, ready for the long hop to Red threatened Viet Nam, called on Americans today to answer communisms deviousness" with free world determine, tion. The vice president was to wind up his 17-hour stopover in Hawaii with a 10 a.m. (PST) takeoff for Saigon, where tonight he will open discussions with President Ngo Dinh Diem on how far the United States will go to beef up that government's re sistance to communism. Johnson's Honolulu wel come was enough to warm the heart of any Texan. Kept Silence Johnson kept his silence on specifics of the message he is taking to Diem from President Kennedy. He firmly refused to comment on a report he was carrying an offer of $40 million to Saigon-the amount Diem is said to seek. But ottv er sources here tagged' this as sheer speculation. In other ways the vice pres ident strongly indicated the United State is prepared to stand squarely behind Viet Nam's resistance to the Com munist threat which has grown In importance to Red gains in neighboring Laos. 4 Gromyko To Attend Laos Conference Geneva - (UPD - Soviet For eign Minister Andrei Gromy ko flew in from Moscow today for the Laos peace conference. The 14-natlon conference is scheduled to open Friday. But the United States and Britain have said they will not par ticipate without proof of an effective cease fire in the Southeast Asian kingdom. A three-nation cease fire team has been dispatched to Laos but thus far has been unable to contact any compe tent pro-Communist rebel of ficials. A- dispatch by the So viet news agency Tass from Hanoi today quoted the Path et Lao as saying that the pro visions of the cease fire "must be agreed upon first" by the rival factions before the inter national control commission could begin operations. Reynolds, trading ex-dlvl-dend, lost over a point in the School Support Hike Approved Salem - (UPD - The Senate Tuesday approved and sent to the governor a bill increas ing basic school support from $103 per census child to $120 per child over the next two years. The present state aid for local school costs amounts to $107 million but H1106 in creases this to $127 million, or 38.2 per cent. The proposal makes the boost to $115 a child in 1961- 62 moving to the $120 per child figure in 1462-63. This is the same that Gov. Mark Hatfield recommended the first year, but $5 more than he recommended the sec ond year. The vote was' unanimous and came after a motion by Sen. Monroe Sweetland to ear mark part of a future, state surplus for basia school use, The Milwaukie . Democrat proposed that 79 per cent of any state surplus over the next two years over that en visioned by the Ways and Means committee be earmark ed for basic school. This was defeated 16-13 after Ways and Means Cc Chairman Daniel Thiel call ed this "treading on danger ous ground." Wiretapping Said To Be Necessary Washington-flHD - A New York state official today told the Senate Constitutional Rights sub-committee that law enforcement officers must be able to use wiretaps if they are to break up organized crime. Goodman A. Sarachan, chairman of the New York State ' Investigation commis sion, told the committee In prepared testimony that tele phone eavesdropping is nec essary to capture the men "at the top of the criminal syndicates." The committee is studying proposals to modify a law barring wiretapping. Experts say the law has been changed by court rulings and Is widely Ignored. It also conflicts with many state laws. Sarachan said hundreds of criminal proceedings have been held up or dismissed be cause of the law. He said 25 gambling cases were dismiss ed three weeks ago in Ro chester, N.Y., because the dis trict attorney "felt it would not be safe" to introduce evi dence gained from wiretaps. tobaccos, Bristol-Myers scored around 1 in the drugs.
