OREGON SUNDAY, MAY 7. 1961 Council Adopts Resolution in Favor of Civic Center Location A resolution from the Med ford city council asking the federal government to locate the $2W million Medford fed eral building in the proposed civic center site was sent Fri day to members of Oregon's Congressional delegation and to officials of the general services administration in Washington, D.C. The text of the resolution reads in part: "Whereas the Medford city planning commission has for warded to you a resolution urging location of the pro posed federal office building . and post office in an area in the city bounded on the north by Main St., on the south by 10th St., on the east by Holly St., and on the west by Mistle toe St., part of which area was originally indicated on a land use plan dated 1931 as a civic center, and that there is now located in the area the Jack son county courthouse, public library and Westside park, and that the area has been and now is recommended by the planning commission as a civ ic center, and "Whereas the area will be readily accessible to vehicular traffic in view of the city of Medford's existing and pro posed arterial street plan which' is now approximately half completed, and "Whereas it is believed that off-street parking, which the city of Medford desires and recommends wherever possi ble, could be more adequately provided in the area, and "Whereas location of the post office and federal build ing in the area would permit acquiring property of suffic ient size as would facilitate expansion, as future needs might require, and Proper Planning "Whereas the city council believes that it would be in accordance with proper plan ning principles; be of material benefit to the proper integral growth of the city and partic ularly the central business dis trict thereof; be of material assistance in maintaining the integrity of the central busi ness district by strengthening the west side; and be of ma terial benefit in stimulating redevelopment in the area and the west side of the central business district area of the city, now, therefore: "Be it resolved by the city council of the city of Medford, Oregon: that it is the Medford city council's preference that the proposed post office and federal office building be lo cated in the area proposed for a civic center." Prepared By Attorney The resolution was prepared by City Attorney Joel Reeder working with the council's ex ecutive committee, and was introduced at Thursday night's meeting by Councilman Don ald Hanson. It was adopted by a 6 to 1 vote with only Coun cilman Bill Singler opposed Similar resolutions have previously been sent to Wash ington, D.C, by the city plan ning commission and the Med ford Chamber of Commerce. At the meeting, Medford Postmaster Moore Hamilton made a last-diteh appeal for a site south of 10th st. be tween Central and Riverside aves., which he has reportedly favored all along, saying it is more readily accessible from all areas of the city, and it is adjacent to the main business district. Better Service Hamilton declared: "It is our theory that the closer the post office can be to where people are, the better service we can give." He added later in the meeting: "If we cannot move , to a more efficient place, I can see no reason to move from where we are." The postmaster made it clear that he was speaking for the post office only, and not for the many other federal agencies that would be locat ed in the building. Hamilton also disagreed with the objections that the 10th st. site would create parking problems and traffic congestion on Central and Riverside aves. He cited fig ures which were meant to prove that these two problems wouldn't exist. Hanson Asks Council to Think About Possibility of Shelters Councilman Donald Han son told the Medford city council Thursday night that it should be thinking about shel ter or other provision for the people of Medford in the event of enemy attack. Hanson said that following the recent Civil Defense exer cise, a woman in his ward, ward 2, came to him and ex pressed concern that there is no shelter or other provision for the protection of the peo ple. He said he thinks she has a point, and it is "something we should probably be think ing about." In other business Thursday night, the council approved a license for the Disabled American Veterans organiza tion to hold weekly dances in the Knights of Pythias hall at Fourth and Grape sts. A change of zone for prop erty northeast of the corner of Jackson and Central ave. from limited commercial to commercial was approved. This is to be the location of the Alpine Village. i An easement was granted to the Rogue. River Irrigation district for a drainage facil ity along the former Crews rd., adjacent to the old sew age plant. A parcel of land, .01 acre in size, at the airport was deeded to the Oregon state highway department for right of way purposes. The council authorized the city manager to negotiate for property on South Riverside ave. and Melrose ave. extended. Public hearings were called for June 1 on a "request to change the zone of property located at 801, 851 and 895 Biddle rd. from single-family to commercial; and on a re quest to annex a finger of land extending from Plum st. west to Chestnut st. lying be tween Dakota ave. and an alley. Public hearings were called for May 18 on proposals to pave Hawthorne place from Stevens st. to a point 399 feet north and for a sanitary sewer on Hawthorne place from Ste vens st. to a point 445 feet north. An amendment to the build ing cod e to permit fixed metal awnings when attached to a building was approved, with Councilman Donald Han son being the lone dissenter." Specifications Approved Plans and specifications were approved for paving Bryant st. from Columbus ave. to Myers court and for a sanitary sewer on Corona ave. from Morrow rd. to Johnson st. Approval was also given to plans for a sanitary sewer to be installed in an alley be tween Stewart ave. and Win chester st. from Columbus to Chestnut st., and for the de velopment of the Siskiyou blvd. extension from 10th st. to Willamette st. The council formally ac cepted the installation of a fl inch water main on Oakwood dr. from Glen Oak court to Barneburg rd. and on Barne burg rd. from Oakwood dr. to Woodlawn dr. Water Main Accepted Also accepted was the In stallation of a 6-inch water main on North Riverside ave. from Ohio st. to Crater Lake highway. Assessments o r d i n a nces were approved for a water main on Oakwood dr. and Barneburg rd. which cost $2.70 per front foot compared to the engineer's estimate of $2.50 per front foot; and for a water main on North River side ave. which cost $3.5. per front foot compared to the engineer's estimate of $4.04. The council authorized the purchase of 60 by 831 foot of right of way from the Eagles Lodge for $4,000 for the ex tension of Stevens st. from Biddle rd. east to the existing street. City Manager Robert A. Duff estimated the prob able value of this land about $12,000. Central Poinf Home Inspection Planned Central Point S t a r t i n g Wednesday, May 10, from 7 to 9 p.m. and continuing throughout the month, the Central Point volunteer fire department will make a house-to-house check for fire hazards in Central Point homes. The check is being conduct ed on a volunteer basis for owners' protection and is not mandatory, according to Chief Don Turner. Automation System Producers Increase New York - OIPD - The 1061 i edition of the Thomas Register of American Manufacturers lists 744 firms as producers of automation systems and com ponent parts. Prior to 1955, the register didn't even bother to give automation equipment pro ducers a classification. There were only six. Medford Council Stays Out of RR Purchase Dispute The Medford city council Thursday night elected to stay out of a dispute between the Southern Pacific and Santa Fe railroads over the proposed purchase of the Western Pa cific. The council heard a request from the Santa Fe seeking its backing in the railroad con troversy. At its previous meet ing it heard a similar request from the Southern Pacific. By a 4 to 3 vote the council tabled both requests. The three dissenters, Coun cilmen R. L. Van Sickle, Bill Singler and Stanley Stark, all favored throwing the coun cil's support behind the Santa Fe. A motion by Van Sickle to take the Santa Fe request c J the table and approve it, failed by a similar 4 to 3 vote. Not Council's Business Councilman Donald Hanson had moved to table both mo tions for the reason that: "This is none of the council's busi ness." Councilman Al Brad ford agreed that "we should endorse neither." Robert Patterson, general agent for Santa Fe in Port land, pleaded the railroad's request. He declared that the issue is simple: "Do you wish to see elimination of railroad competition between the Pa cific Northwest and Pacific Southwest, or do you wish to see railroad competition main tained?" Patterson said that in San ta Fe's application to the in terstate commerce commis sion for the purchase of the Western Pacific railroad, it has said it will maintain the line as a separate entity. On the other hand, he said, Southern Pacific makes only a verbal guarantee of this; and predicted that if SP should gain control, "It is our belief that SP will eliminate that line," although he said it wouldn't be done overnight. Van Sickle said he favored the Santa Fe request because: "It's the first opportunity I've ever had to encourage compe tition against Southern Pacific in this area." 'Abolition' Film Slated in Talent Talent - The film "Opera tion Abolition" will be shown at the Talent Friends church Tuesday, May 0, at 7:30 p.m. The film depicts the demon strations directed against the House Un-American Activit ies committee in San Fran cisco last year. The showing is sponsored by the National Associations of Evangelicals. The public is invited to at tend the showing. The Medford unit, formerly Company E of the Second Battle group, 186th Infantry, will be converted to A Bat tery of the 249th, Warren One Injured in Three-Car Crash One man was injured in a three-car accident near the Triangle market in Phoenix on Highway 90 Thursday aft ernoon, state police reported. Glen M. DuBose, box 72, Talent, was taken to Rogue Valley hospital by the Med ford Ambulance Service. Hos pital attendants reported him in fair condition Friday, A car driven by Alda Mar cel Chisum, 33, Talent, entered the northbound lane of Highway 99 from Bolz rd. and was hit by a northbound car in the outside lane driven by Wesley Kenyon, 18, of 848 Fox st., Ashland, police said. The DuBose car also be came involved in the acci dent and landed upside down in a ditch on the west side of the highway. said.
