Proposals the local property owners and developers who have mus tered a strong and vocal cam-, paign of opposition to the Neuberger bill. The Neuberg er proposal delights the con servation groups and park en thusiasts who are not likely to give the Durno measure their backing. Both sides now have some' thing to stand for as well as something to be against. But the prospect of either side gaining the advantages very soon appears dim The Neuberger bill has been virtually shelved for at least this year by the Kennedy Ad ministration. Interior Secre tary Stewart Udall is busy pushing for three other na tional seashores this .year Cape Cod, Padre Island, Tex. and Point Reyes, Calif. The White House has told Sen. Neuberger that the reason for deferring action on her bill this year is budgetary limi tations. ,. , : ' . - j Waiting In House : ' Even If she can persuade the Senate to move with her proposal this year or next, Congressman Durno stands waiting to block it in the House Interior Committee on which he sits. The House Is not accustomed to forcing public works spending proj ects down the throats of un willing congressmen in whose districts they would be i lo cated: so no matter how strongly the Democratic ad ministration might later push lor this bill, this lone Repub lican lawmaker would have considerable power to stop it. The Durno bill has been re ferred to the House Agricul ture Committee. The reason for this is that it relates to a project for the Forest Serv ice, an agency of the Depart ment of Agriculture. The llkllhood of Durno's getting hearings or approval of this committee, controlled by the Democrats and preoccupied with farm legislation, is re mote. . I , . ! , Even if the freshman con gressman could secure enough support for his proposal in the Mouse to pass it on to the Senate, it would there be re ferred to the Senate Agricul tural Committee on which Mrs. Neuberger sits, Her pow er to kill it would be even stronger than Durno's against her bill. By PHIL NEWSOM UPI Foreign News Analyst Drought, flood and official mismanagement heaped new hardship on the long-suffering people of Red China this year. For the millions herded into Mao Tse-tung's communes, it meant a cut in dally food ra tions from 12 ounces of rice to less than four, or a diet of rice husks mixed with yams Officially, the Communist party called it the greatest natural calamity to hit China In 100 years. But party attacks on "bu reaucratic ineptitude" and an nouncement of a purge of re actionaries and bad elements" within the communes' leader ship made it clear that mis management was a major cause of. the disaster. The foregoing Is not to im ply that its mistakes .place either the Red regime or Mao Tse-tung in danger. Commune Program Slowed The commune program has been slowed but not halted. Successes can be claimed in the massive Industrialization program, notably In increased steel production. , Mao's own influence ' re mains unquestioned. His In fallibility Is proclaimed in a rising cult rivaling that once enjoyed by the late Josef Stalin. v i ,: The extent of Red China's agricultural disaster gradual ly became known after the first of the year. People's Dally and Pelning radio announced that about half of the total cultivated land In China had' been ser iously affected. In some areas no harvests were reaped at all. Hundreds of thousands of officials were sent from their desks. to help peasants "get over famine." Mao Tse-tung, a Communist theorist who leaves It to oth ers to transform his theories Into reality, decreed estab lishment of the communes on Sept. 8, 195B. , In one stroke some 800 mil lion Chinese were to be jam' med into communes of as many as 10,000 families each, Homes would be abolished to form a vast labor army or ganized on military lines. Said the publication, "America:" "Here is a nightmare phan tom of collectivism which for open horror, gross inhumanity and satanic ambition dwarfs any devil materialized within the Communist bloc during 41 years. . Economic Structure Upset "'' At any rate, aside from Its inhuman characteristics, Mao's system of communes had upset China's entire eco nomic structure. ! The years 1058-59 were eventful ones for Red China. ' The Communists had occu pied the mainland for 10 years. Behind them were the blood-bnths which saw the execution of an estimated 14 million "class enemies." Col lectivization of agricul t u r e was well under way. Opposi tion political parties had been abolished. The alphabet had been sim plified and westernized. Crit ics who mistakenly had raised their heads upon Mao's Invita tion to ' "let 100 flowers bloom" largely had been eliminated or were being re educated. By 1858, Red China was challenging the Soviet Union for at least co-leadership of the Communist world. Red China announced new oil dis coveries, the biggest rice crop In Its history, and the inaugur ation of a vast irrigation project diverting waters of the Yellow river to Irrigate more than three million acres in Honan and Shangung prov inces. With Russian aid, the first atomic reactor was installed. Crop Failures In 1959 and 1960 came two successive years of crop fail ures. Previous glowing reports of agricultural produc t i o n proved grossly exaggerated. Millions of Chinese again were on the move on orders from Poiplng, this time back to the farmlands. Peasant families were given back small home plots on which to grow food and keep pigs and chickens. Non-Communist incentive plans were being Introduced to reward the better producers. - Frantically, the Chinese, al ready short of foreign ex change, ordered millions of bushels of grain to be ship ped from Canada, Australia and France. Yuri Gagarin's epic ride across the firmament compressed 25 hours into 89 minutes, as time is measured here on Earth At one point, relatively speak ing, Gagarin actually was going backward Into time. Either that, or he got ahead of time. I can't figure out which. , At any rate, he came dis turbingly close to making a prophet out of that limerick writer. You will see what I mean when you examine the astronaut's time schedule as worked out by one of the so ciety's cartographic engineers, Gagarin blasted off from a base in the Black Sea area at 9:07 a.m. on. a Wednesday. The Soviet Union operates on daylight time, so this presum ably was 8:07 standard time. In fact, just the op posite. The Chmese, who once pro claimed that "the cult of the Individual" has no place In Chinese Communist theory and practice, now has a Mao Tse - tung cult proclaiming Mao's utter infallibility. Mao is likened to the sun. It was Mao who "struggled and obtained our freedom and enabled us to see the light again." A recent five-week check of the New China News Agency's English and Chinese releases showed that they mentioned Mao's name no less than 1,000 times. Darling... Are You Over 30? Wherever it was, it was west of where he started because the Earth has turned more than 22 degrees east ward while he was gone.
