THURSDAY, APRIL 13, 1961 In the Day's News By FRANK JENKINS From Washington: Evidence that Russia has tripled its arms lift to Laos caused growing concern here today that the Kremlin may be stalling on a cease fire in order to BUILD UP COM MUNIST FORCES there. Re liable diplomatic sources re ported that the Soviet mili tary airlift to Laotian com munists has been three times its normal size in the last day or so. There was speculation that Russia has been rushing in supplies in advance of the Monsoon season, which is due in the next few weeks. (The point is that the heavy Mon soon rains would hamper sup ply activities. If the truce ends in a shooting ruckus, and if Russia is well supplied in Laos with arms and ammunition and we aren't ... POOF In that event, it would be just too bad for us.) A LONG, the same line , Admiral Arleigh A. Burke, U.S. chief of naval operations, said in Chicago that totali tarian communism MIGHT conquer the world because of what he termed Yankee opti mism. He added: "Americans often indulge in wishful thlnlr- ,lng." Admiral Burke obviously fears that we may be putting too much faith in this Laotian truce business. C ISO, by Bennett Cert Distributed by King Itaturei Syndicate t Tidelands Bills, With Safeguards, Receive Approval Salem - (DM) - A set of tide- lands oil exploration bills, rigged out with new safe guards for the Oregon coast, won 5-1 approval Wednesday from the House Natural Re sources Committee. The revised bills contained many, but not all, of t n e changes proposed by Atty. Gen. Robert Y. Thornton. Rep. Juanita Orr (D-Lake Grove) cast the dissenting vote. She said she still was not satisfied that coastal pro tection was adequate. The two bills would author ize the Land Board to lease blocks of offshore land to oil firms for exploration and de velopment. Funds would go to schools. The committee approved the bills lonce, but yanked them back after an attack by Thornton which set off a po litical flare-up before the com mittee agreed to go along with some ' of Thornton's changes. . No Beach Drilling Incorporated into the re vised bills were amendments prohibiting drilling on beach es, limiting permits to two years subject to renewal, re quiring disclosure of oil data from lease-holders to the state, requiring drilling operations within two years instead of five, trad spelling out "avoid able pollution." A third bill providing for beach easements was tabled since a similar measure al ready has passed the legisla ture in connection with a pro posed plup mill at Gardiner. The committee turned down amendments to require data from holders of exploratory permits, to cut lease block maximums from six-by-three miles to three-by-three miles, , to spell out specific park pro tections, and to set minimum Instead of flat royalty rates. Other Highlights Three-Way Backers of three-way workmen's compen sation declared they will try to force their bill from the House Labor Committee, a move that would require a two-thirds vote of the House. . Salaries The House ap proved raises of several thou sand dollars for the governor and top state officials, and $1,000 for district court judg es. The governor would get $20,000 instead of $17,500. Water Resources Measure Tabled Salem-IUPD-The last vestige of Gov; Mark Hatfield's pro Dosed natural resources de partment was eliminated Wed nesday as the senate state and Federal Affairs Commit tee tabled a bill for creation of a water resources division. Five other, bills dealing with natural resource reor ganization were defeated on the Senate floor. The sixth bill had been referred back to committee Tuesday for a minor amendment. It would have abolished the present State Water Resources Board. The vote to table was 4-2 thorized bill ' providing ' for continuity of government in case of attack passed the Sen ate and went to the governor. Saw! Brown, Portland, was elected grand high priest of the Grand Chap ter of Royal Arch Masons of Oregon Wednesday. Sanders, Reedsport, grand scribe; Er nest W. Peterson, Salem, grand treasurer, and Richard H. Tusant, Portland, grand secretary. Ullman Asks Speed On Sale of Timber Washington - (UPD - Rep. Al Ullman (D-Ore.) asked today that sale of timber from the former Klamath Indian lands in Oregon be speeded up to meet a "shortage of market able timber" in the area. Ullman, in a letter to forest service chief Richard Mc Ardle, said timber from the newly acquired lands was needed "to ease the economic situation of the lumber indus try in the area." The timber lands previous ly were managed for the Klamath tribe by the Bureau of Indian Affairs.
