Welch, 61, a retired Bel mont, Mass., candy maker. spoke for an hour and a half before an enthusiastic capaci ty crowd of 6,000 persons who paid $1 each to get into Shrine auditorium to hear him. "For years," he said, "we have been taken steadily down the road to communism by steps supposedly designed, and presented to the Ameri can people, as ways of fight ing communism. The whole foreign-aid program is an ex cellent example." . Welch outlined what he de scribed as the Communist "principle of reversal" as their main weapon. "By the 'liberation' of a country, for Instance, such as Cuba." he said, "the Commu nists mean the imposing on Cuba of a tyrannical Commu nist dictatorship." In his dissertation on the Communist principle of re versal, Welch mentioned the name of the late Sen. Joseph R. McCarthy and (i-ew pro longed applause from the crowd. Welch said the Communists have used the tactic which he described as "conquest by catch phrase" when it suited' their aims.
