The United States was con templating a new sharp pro test to Fidel Castro's regime against the treatment of the 22. ' A spokesman said that in most cases Red Cross officials and Swiss diplomats, who rep resent U.S. interests In Cuba, have been unable to gain ac cess to the Americans. t Lot Worsens -.-J'. Officials said the lot of Americans in Cuba apparently has become' worse since the United States broke relations with the Castro regime on Jan. 3 and U.S.. diplomatic representation was taken over by the Swiss. A department press official, Joseph W. Reap, toli l'. news conference the United States asked the American Red Cross a month ago to do what it could through the Internation al and Cuban Red Cross or ganizations to get extra food and .medicines to the Ameri can prisoners. ' Reap said the Red Cross ef forts apparently have been unsuccessful. Interviews Denied He said Cubans generally have prevented Swiss diplo mats from interviewing Amer icans arrested in Cuba. Reap -said Cuban Jails are overcrowded," making condi tions even worse. Two Americans who spent U days in a Cuban jail until they were released Tuesday said in Miami they each lost 10 pounds during the ordeal. The two were Linden Blue, 24, Denver, and Donald S wen son, 36, an American citizen living in Toronto. . : Their light plane had been forced down in Cuba on a flight from Key West to Ma nagua, Nicaragua. , Reap told reporters, "the tragic thing about the situa tion in Cuba Is that tne Cas tro government is not supply ing all the needed foods and medicines end is also not per mitting the Swiss to step n and provide this." ( , ' y The United States, when it broke relations, gave the Swiss a fund of "many thou sands" of pesos with which to aid both prisoners and Ameri cans in Cuba who run out of money. U.S. Embassy officials also had trouble getting interviews with arrested Americans be fore the break, but officials said the Swiss are having even more trouble, , ; The State Department said that in addition to. 22 Ameri cans in Cuban jails there are others who may ' have dual citizenship but whose status as "Americans", Is not . defi nite. . , " ' Amid all this, U.S. relations with' Cuba seem to be sudden ly heating up after a lull which prevailed following the U.S. change of administration Jan. 20. This week the State Depart ment broke a virtual post-inauguration silence on Cuba by issuing a 36-page pamphlet accusing Castro of betraying the original Ideals of his July 26 revolution. Senate Approves 'Moonlight' Bill Salem-OIFS - A "moonlight ing" bill was revived and pass ed, 18-10, in the Senate Tues day after near - defeat la3t week. The bill provides that pub lic employees may accept sec ond Jobs only with 'the writ ten approval of the appointing authority. Each lost about 10 pounds during the 11-day jail stay, in which they were held without charge by the Fidel Castro regime.- : Charges Unknown "That was the most frus trating experience-not having any idea what charges were against us, or knowing who had been notified," Blue told United Press International to day. , . : .
