Irish Playwright Reported Rallying Toronto IUP1I Irish p 1 a y wright Brendan Behan was reported rallying today and raring to go to New York where "he feels at home." Mrs. Behan said her hard drinking husband, hospital ized here after a binge that cost him his job as master of ceremonies for a jazz revue, was making good progress in a private hospital. He had been reported in serious con dition Thursday. "Brendan is going to New York City next. I'm sure he'll write there. He is happiest when he's working," she said. "Brendan feels at h o m e there." Behan's street car inspector philosopher friend, Eamonn Martin, predicted Behan would "walk out of the hospi tal on his own, free of the al cohol habit." He added: "The man who gives Brendan a drink is a murderer." Democratic leader o n a White House aides were more man satisfied with the speed with which Congress has act ed on Kennedy's legislative program in the 10 weeks since he entered the White House. Four of the 16 measures which Kennedy placed on his initial list of "priority" bills on Feb. 21 already have cleared Congress. Prospects were good that Congress would complete action on at least two or three of the other measures before the snH nf April. So far Kennedy has suf fered only one major legis lative reversal. The setback came last Friday when a co alition of House defeated by one vote an ad- ministration-backed minimum wage bill. But admlnisrrntinn strategists are confident that yongress will wind up approv ing a measure mnch mnro tn Kennedy's liking than the con servative - oacKed bill the House passed. BECHTOLD UPI Financial Editor New York - (UPD - Install ment financing could go far in revitalizing the recent slug- glish housing industry - and at the same time fill an important so cial need. Low- cost homes design ed for easy e r e c tion on the owner's Henry Bectitold lot have be- come increasingly popular with moderate - income fami lies. Some of these can be purchased in various stages of completion, ranging from a "ready-to-live-in" house to a basic shell that the owner com pletes with his own labor. The lot often served as the down payment. Usually, homes of this type have not qualified for tradi tional mortgage financing. But now millions of dollars of in stallment credit are being made available to finance their construction. Typical of the interest shown in this market is the recent agreement between C.I.T. Financial Corp, and Certain-Teed . Products Corp. on a nationwide progfam for instalment financing of low- cost homes. ' $100 Million Earmarked Universal C. I. T. Credit Corp. has earmarked an initial $100 million for the retail financing of homes designed by the Institute for Essential Housing, Inc. - a unit organ ized by Certain-Teed in co operation with other building suppliers. . The homes will be built by established lumber dealer, contractors and other fran chised representatives across the nation under the institute's supervision. There are many families who would become homeown ers if decent housing was within their reach. Universal C.I.T. president Alan G. Rude Pope To Attend Services in Rome Rome - (UPI) - Pope John XXIII leaves the Vatican to day to lake part in the Good Friday rites in the Basilica of St. Paul's in Rome. An estimated half-million visitors, including about 100, 000 foreign tourists, have jammed the eternal city for the Holy Week observances. Rome's more than 450 churches have been filled dur ing the services. The Pope Thursday com memorated the example of hu mility set by Jesus Christ at the Last Supper by washing the feet of 13 young religious students, including two New Yorkers, during ceremonies in the Basilica of St. John Lateran. Talks Continue on Construction Pact Portland- (UPD -Negotiations between Associated General Contractors and the Hoisting and Portable Engineers Union continued today. The old con tract expires at midnight. Federal Mediator Lcroy Smith said progress had been made Thursday, but did not know if a strike would be averted. He also said he did not know if the present con tract would be extended if agreement was not reached today.' The contract talks affect about 5,000 members of the engineers union but a strike would affect other employees in the construction industry who work on the same proj ects. A. heavy construction in dustry strike in May, 1958, halted work on construction projects worth an estimated $275."milllon. MEDFORD MAIL TRIBUNE, MEDFORD, ORE. Housing Industry said installment financing will translate this latest demand into actual sales, "with far reaching benefits to individual consumers and the economy at large." And the emergence of a mass market for low - cost homes has important implica tions for the housing industry, Rude added. The home build ing industry has not been oper ating at anywhere near its full capacity for many months. Reduced Volume The result has been a re duced volume of business for building material suppliers, The Family Council Editor's Note: The Family Council consists of a Judge, a psychia trist, three clergymen, three editors and a women's editor. Annabelle M. - If he lied once, he'll lie again. How can I trust him? Ross M. - It was a white lie to avoid complicated explana tions. Annabelle M. - The best thing about Ross and me was that we could say anything to each other, could relax and speak bur mind. Since we knew each other from high school days, there were no se crets. ', That's why I never dreamed of doubling him when he said he'd be home late last Wednes day because of a bowling match. His team was partic ipating in a tournament and it was their turn. It so hap pened I needed Ross for an emergency. Our little boy had a bad fall down the cellar steps, and the doctor had to take a few stitches in his fore head. To my horror, Ross wasn't at the alleys. His team wasn't even playing that night. Ever since, he's been so sore at me for raising such a fuss that he still hasn't told me the truth. I'm the one who should be angry. I always trusted him completely. Now I feel I shouldn't have. Ross M. - Anne is cooking up a tempest in a teapot, look ing for trouble where none exists. Her doubts and insinu ations have hurt me so badly, I decided to clam up and keep her guessing. After all these years, she should have more faith in me and know that if I've made up a "story," it's to benefit her, not to hurt her. The truth is that our firm is going through a reorganiza tion. A crisis in the industry is at hand, and there's even a possibility of this branch clos ing down, I didn't want to tell Annabelle. Maybe it would all blow over and she'd worry needlessly. So, rather than explain in detail, I took my bowling things along in the cai and said I'd be home late because of the match. I'm sorry for the snafu. And if that's the thanks I get lor trying to spare her, I'll dump A NEW GAME IS ROCKING THE COUNTRY "AGITATION" EXCITING FUN FOR EVERYONE This Game May Be Purchased At: Big "Y" Super Market N. Pae. Rude said increased sales of installment-financed, low cost homes will take up this slack. By using his lot as the down payment, the purchaser o f such a home can pay off the balance in monthly , install ments that often may be lower than his former rent, accord ing to Rude. Payment periods normally range from 5 to 10 years. all my worries on her from now on, The Council - Ross is being completely honest about one thing, Annabelle; namely, that he's furious with you. First, you couldn't take a little mercy-lie. But second, you're branding him dishonest, past, present, and future imperfect. Dispassionately now, what have we here? A man who thought his wife couldn't take a business problem straight, so doctored it up. A wife who wants the truth, the whole truth, and nothing about bowl ing alleys to "spare" her. Look here, Annabelle, come off it. We agree with Ross that you re blowing things up, over-dramatizing this incident to settle more than meets the eye. All you really want to squeeze out of this freak se quence of events is the assur ance that deep down, Ross is basically open and straight forward with you. Your own self-doubts and imagination seem to be behind your hurt ful suspicion and insinuations. Of course there may be some good in this ill ripple, because Ross won't make a habit of concealing, mislead ing, and misinforming his wife as some husbands do, in nocently at first, then con veniently and unnecessarily. His wife, he must remember, is a helpmate. So she must know the true predicament. According to President Ken nedy's mother, her children v. ere brought up to this re frain: "Come clean, tell us all of it. If you don't, we won't know how to help." At the bottom, know what a lie is? A wish. Ross wished he was going bowling. Look ing back, Annabelle can un derstand and in that instance even approve, Looking ahead, however, they both see how closely love is bound up with trust. TRAFFIC TOLL Chicago - For each traffic fatality in Ihe U. S. there are 35 persons injured and about 150 vehicles badly damaged. IS MRS. NEUBERGER DIETING? Expense Reports of Delegation To Paris Meeting Arouses By DICK WEST ,' Washington- IUPII -Members of Congress, you may recall, used to get criticized a lot for going off on junkets without t e 1 1- mg us taxpay ers how much ot our money they had spent. Last y,e a r after a great deal of soul searching, West they finally decided that trav el expenses properly belong ed in the public domain. So they passed a law re quiring congressional commit tees to publiish reports of the expenses entailed by their members while looking out after our interests overseas. These reports have been showing up in the Congres sional Record this year and some of them contain some rather curious entries. To show you what I mean, I selected at random the ex pense account filed by the Senate delegation to the 19B0 NATO parliamentarians' con ference in Paris. The delegation was com posed of nine senators ami 11 staff aides. Among them, they spent $11,053.77 in U.S. cur rency and $2,291.34 in the French coin of the realm. The first thing I noticed was that Sen. Maurine Neuberger (D-Ore.) listed $134.02 for lodging but only $2.83 for meals. KENNEDY AIDE DIES Washington - IUPII - William F. How .then,- did Mrs. Neuberg er manage to dine so inex pensively? Was she on a diet? Did she cook on a hot plate in her room? Or, being a charming and attractive lady, did she receive a lot of dinner invi tations? Those are things the report doesn't cover. Equally puzzling was the item showing that Sen. Estes Kefauver (D-Tcnn.) spent $161.86 for meals, which more than doubled the outlay of the rest of the delegates. Is Kefauver some kind of gourmet or something? Or, as a southerner unaccustomed to French cruisine, did he order expensive imported dishes, such as hominy grits? The re port doesn't shed any light on that either. Javitc Transportation High And here's another puzzler. Sen. Jacob K. Javits (R-N.Y.) ran up a $1,845.48 bill for transportation, but three oth er delegates Kefauver, Sen. J. W. FulbriglU (D-Arlt.) and Vice President Lyndon B. Johnson reported no transpor tation expense at all. How did Kefauver, Ful bright and Johnson got to Paris? Hitchhike? The report doesn't say, but my guess is that Javits char tered an airplane and that his three colleagues stowed away on it as free-loaders. Identical Expenses There was one other part of the report that aroused my curiosity. Under the head of "miscellaneous" four senators listed identical expenses of $240. How did they happen to be so miscellaneously together? Did they all buy the same things? And if so, what? By and large, I think the FRIDAY. MARCH 31, Curiousity public accounting is a good thing and I commend our law givers for adopting it. But I can't help wishing that they would be a bit more specific.
