Steels, American Telephone and Proctor & Gamble were strong spots in the industrials that continued to outpace the Ylurri Raps Delay By Legislature on Reorganization Salem - HIPP - Senate Re publican Leader Anthony Yturrl declared today that the IcRlslnture is dragging Its feet on Gov. Mark Hatfield's gov ernment reorganization pro gram. Two reorganization bills have passed the Senate but none have emerged from the House. Hatfield has about 20 bills related to the cabinet system plan. "The failure or tins legis lature to move substantially in the direction of reorganiza tion of state government will prove that previous utter ances of the legislature were not proclaimed with sincerity or a desire to correct a long standing problem." System Said Unwieldly , Hatfield snys Oregon's pres ent system of boards and com missions, 172 of them, is un wieldy and outmoded. He fu vors the streamlined cabinet system. Yturrl said Oregon's "Utile Hoover commission" of 1040 as well as the 11)57 legislature interim committee and 195!) legislature urged reorganiza tion to commence. Last session the legislature ordered Hntflcld to submit a comprehensive program to the 1061 session. "This has been done," Yturil said. "Now the actions of this legislature will demonstrate the sincerity or luck of it on the part of this body." he said. Hundreds Answer Call As River Rages in Iowa By United Press International The crest of the Cedar river fioodwaters bore down on Ce dar Rapids, Iowa, today and hundreds of volunteers re sponded to a call to man the levees. City and state officials, the National Guard and the Red Cross geared to move 1,500 families out of their homes to higher ground if the flood reaches the 21-foot level pre- fdicted for Friday. Upstream on the Cedar, on the swollen Kickapoo in Wis consin and along scores of smaller streams, mop-up oper ations were under way in flood-washed lowlands. Families Flooded Out The fioodwaters kept at least 3,000 persons from their homes in the Waterloo-Evans-dale, Iowa, area. Another 500 were flooded out farther up( stream on the Cedar and Ar my engineers estimated 400 to 500 had been made temporar ily homeless in Wisconsin. Far to the northeast, new snow and drizzle hit Prince Edward Island In the Canad ian Maritimes, smothered ear lier this week by snow. Snowplows Struggle More than 120 snowplows struggled to clear 20-foot drifts on Prince Edward Is land, where a state of emer gency was declared Wednes day with top priority to med ical cases.
