'a Salem-WPD-The Oregon Su preme Court Wednesday threw out a manslaughter charge against Pacific Pow der Co., Tenino, Wash., in connection with the August, 1959, Roseburg truck blast that claimed 14 lives. 'The manslaughter statutes do not apply to corpora tions," the high court held. The decision upheld Jack son County Circuit Court Judge James M. Main, as signed to Douglas county to hear the case. Pacific Powder Co. owned the explosive-laden truck that was parked in downtown Roseburg when it blew up, leveling an area near the heart of the city. Unlawfully Parkej The Supreme Jourt said tlie truck "wis unlawfully parked in the center of the ci'y of Roseburg in violation of interstate commerce regu lations." , In Roseburg, Douglas County Dlst. Atty. Avery Thompson said he had no plans to appeal the case. But, the opinion, written by Justice William C. Perry said, "It has generally been held that corporate criminal responsibility does not extend to crimes involving personal violence and specifically homicide or manslaughter." The opinion said involun tary manslaughter lies legal ly "within the framework of homicide and the only penal ties provided are either death or imprisonment, which pen alties are incapable of execu tion against a corporation." Means Human Being The word "person" as used in connection with homicide, j the court said, "means a hu man being." "It seems quite clear," the court said, "that the legisla ture, in enacting into law the common law definition of homicide, although dividing it into degrees of murder and manslaughter, was consider ing only human derelictions and the word person in the involuntary manslaughter sta tute, when considered in con text, cannot be construed to include corporations." - , Other opinions: John B. Cramer (R-Fla.) above, charged that "toll traps" are infiltrating the entire inter state highway system. Cram er, ranking minority member of the House Highway Inves tigating Subcommittee, called for a full examination of the Bureau of Public Roads' posi tion on toll facilities. Cramer said he felt approval of toll gates was a violation of the 1956 Highway Act. (UPI Telephoto) Curriculum Center Reviewed atCof C Meeting in Ashland Ashland-James McDonald director of the Jackson county curriculum materials center, demonstrated and explained functions of the center at the Tuesday noon luncheon of the Ashland Chamber of Com merce. McDonald said the center does only what the individual schools cannot do better them selves. He outlined the de velopment of the center. The County Superintendent's asso ciation recognized the need for a materials center 13 years ago. They spent $250 to pur chase 13 films, McDonald said. He said there are now 1,500 films in the center li brary. Purchaiei Previewed The center expanded to the point where it is now a vital part of the school systems, McDonald indicated. It is sup ported by the rural and coun ty school boards and the county court, he said. Every piece of equipment purchased is previewed and evaluated by at least two teachers, McDonald said. He outlined the four functions of the center as maintaining a library of materials, operating repair service, production of educational aids and consul tation service. Indiana University rated the center as one of the top 15 in the country for production work, McDonald commented. He demonstrated how an over head projector can be used in teaching and how overhead transparencies are made. Tape recordings also are produced, he said. The repair and maintenance department is necessary be cause there is no place be tween San Francisco and Portland offering rapid serv ice. "We do our own at one third the cost," McDonald re n.urked. Maximum Effectiveness Consultation includes show ing teachers and schools how curriculum aids can be used for maximum effectiveness, he said. He mentioned that the center also helps in set ting up special educational facilities, such as foreign lan guage studios. Problems facing the center include informing teachers of the variety of materials avail able; making sure they re ceive proper classroom use,' and coordination of materials so that everyone doesn't want the same item on the same, day. He said curriculum aids of fer a method of accelerating the learning rate while, at the same time, maintaining qual ity of presentation. INCREASE APPROVED Salem - IUPD - Gov. Powerful forces struggle to master the minds and souls of men. From without, we face not only the threat of a godless communism, but the attractive claims of non Christian faiths and philoso phies. From within, we are confronted with a technologi cal economy which threatens to depersonalize man, and by an indifferent skepticism which scoffs at the idea of purpose ana produces a moral and spiritual vacuum in hu man lives. It is in this troubled world of today that the Christian faith has its most significant hour. That faith does not min imize the enormity of the struggle. Nor does it discount the legitimate criticism of the western world inherent in the human struggles erupting all over the world. Total Gospel Story In the midst of uncertainty, fear and the general empti ness of human living, that faith maintains that the mean ing of human existence and of the world lLself, can best be understood in the revela tion of God's purpose for man through the total Gospel story. That faith asserts that Christ did "dwell among men" and that He did say and do the things recorded in the Gos pels. In so doing He revealed the true nature of God. In His death we see the extent to which our Creator will go to reconcile God and man. and man and man. In His Resurrection we witness the demonstration that goodness is stronger than evil and can not be destroyed, and we ex perience the assurance that now man does not need to walk alone. It is through this confidence that man finds it possible to live triumphantly today, in spite of all evidence to the contrary. God still rules in the affairs of men.
