(UPI Radiotelephoto) Attorney General Plans Crackdown on Crime, Price Fixing Washington -(IJPII- Attorney General Robert F. Kennedy says he plans concentrated crack downs on organized crime and price-fixing in the business world. He also said that within the "next couple ol weeks" the Justice Department., probably will propose legislation to em power federal agents to break up interstate crime communi cations, including dissemina tion of gambling information. The attorney general said he no longer would press for creation of a national crime commission. "I think we are now able to accomplish a good number of those things that I thought should be done through a na tional crime commission with in the Department of Justice," he said. "I think there is still some use for it and certainly would not be Opposed to it," the for mer Senate rackets committee counsel said, "but I am not as strong for it as I had been In the past." , ... . Boxing Target Discussing his department's projects with Sen. Kenneth B. Keating (R-N. Y.), Kennedy said he and his aides also are studying the touchy problem of getting big-time criminals out of professional boxing. "I think that the danger in that is that we could become more of a regulatory agency than a department of justice -dealing with the administra tion of justice, he said, add ing that "I think that it will have to be gone into with a good deal of care before we reach any decision about it, But Kennedy made it clear his department will conduct a continuing, full-scale inves tigation of all price - fixing charges. He said his department is investigating complaints from all over the nation - "I would think almost every major met ropolitan area . . . including the city of New York and the state of New York, where rather important cases appear to be developing." "We've seen the results of the price-fixing of the electri cal companies across the Unit ed States," he said, "but I think that this is far more widespread than people re alize . . ." Eye on Merger! He said in addition to an indictment returned in Flor ida recently in connection with the bread industry, the department is looking into alleged conspiracies dealing with prices of meat, milk, drugs and various kinds of electrical equipment. The attorney general said his department also was keep ing an eye on business merg ers to make certain they do not destroy competition. On other subjects, Kennedy said: -His telephone calls to local officials have produced sever al cases of compliance with anti-discrimination orders of the federal courts, but in stances where there is no such cooperation "we of course have to move in." -There is "certainly nothing to ' rumors that there has been a rift between him and FBI Director J. Edgar Hoover. A 31-page compilation of theological and practical ar guments against capital pun ishment was published by the church's national council for distribution to Episcopal dio ceses throughout the country. Urging Episcopalians to help create a climate of pub lic opinion that will induce state legislatures to abolish legal executions, the document said: "To agitate against the evil of capital punishment is part of the mission of the church." Abhorrent to Conscience Putting a man to death in a spirit of vengeance is ab horrent to the Christian con science, it said, because all human life is sacred in the eyes of God and even the most depraved criminal continues Yreka Legion Post Observes Birthday Yreka - The 42nd birthday of Ross Neilon Post American Legion was celebrated recent ly with a potluck dinner. The dinner was served by the aux iliary at the Veterans hall. The birthday cake was pre sented to Commander Whit ing by his wife, Helen, who is the president of the auxiliary. Lloyd Fiock was presented a citation for his outstanding work with Boy Scout Troop 34, which is sponsored by the Legion. The presentation was made by Commander Whiting. A picture of the founder of the Boy Scout movement was presented. Commander Whiting gave citations to F. W. (Hap) Thom as for work he has done for Ross Neilon post and to R. C. (Bert) Orr for work in mem bership for 1961. At the business meeting it was voted to send money to the department to insure at tendance by a - local girl to Girl's State. The girl will be a junior from Yreka High school and will be selected this week. It was reported that two afghans and 39 pair of scuffies had been sent to the Veteran's hospital. Ashland Senior in State Competition Ashland-Jerry Burns, Ash land High school senior, will compete for state honors this week end in Ontario, after winning the Southern Oregon District scholarship of $250 in the annual Elks Foundation contest. Burns will compete with nine other Oregon district winners for the $600 Elks Na tional Foundation award and for the prize of $950 given by the Oregon Elks association. Qualifications are based upon scholarship, extra-curricular activities, personality and leadership, perseverance and resourcefulness as well as fi nancial need. - The Ashland winner is pres ident of the National Honor Society at AHS and is rated second scholastically in the graduating class of 170. He has won numerous forensic honors and recently was one of four students to represent southern Oregon in the state debate tournament. He also won three first trophies at the Linficld college speech tour nament. "It is not for man to cut short his fellows' possibility of redemption in this life," it said. "The death penalty is contrary to the whole Chris tian concept of life, as re vealed in the New Testament, and is incompatible with it." Nor can executions be justi fied on the basis that they are intended to "protect" society by deterring violent crimes, the document said. "The overwhelming prepon derance of evidence shows that capital punishment is neither a deterrent to crime nor a preventive. All the avail able statistics indicate that executions have no discern ible effect on homicide death rates." Hoover Criticized The document criticized FBI Director J, Edgar Hoover for saying that opponents of capital punishment are pro tected people who are un aware of the horrors perpe trated by criminals. It said this "unsupported assertion" by the widely re spected FBI chief has had a "devastating effect" on intel ligent discussion of the issue, and "in the eyes of politically minded legislators outweighs all the careful statistical stud ies that have been made of the question." It listed these additional reasons why Christians should seek abolition of the death penalty: 1. Executions have a "bru talizing effect" on society, "The victim is killed on be half of the citizens; morally they execute the prisoner. Any society is demoralized when the state, which professes to support the commandment 'thou shall not kill,' itself takes life." Unbearable Burden 2. Death penalty laws place an unbearable moral burden on judges, juries, and gover nors who must decide wheth er to commute sentences. 3. The criminals who actu ally are sent to the chair, gal lows or gas .chamber are hot necessarily the most vicious; they are most often "the edu Rationally under privileged, the members of minority groups, the mentally deficient, those medically insane but legally sane."
