Eight-year-old Jeff Den holm is dwarfed by the tank in the back ground but carries the new lightweight plastic 60-pound wheel easily. The plastic wheels are intended to replace the conven tional steel tank wheels, greatly reducing the weight of the vehicle. (UPI Telephoto) Hearings Resume On Snake Dams Portland - IDPII - The second week of Federal Power Com mission hearings on rival ap plications to build dams on the Snake river opened here Monday. The hearings center on fish passage facilities of the two proposed dams. Pacific North west Power Company seeks a license to construct the High Mountain Sheep Dam while the Washington Public Power Supply System has a rival ap plication to build ,the Nez Perce dam. Harlan B. Holmes, Portland, a biological consultant for WPPSS, underwent cross ex amination Monday. He main tained that both upstream and downstream passage facilities designed for the Nez Perce Dam site below the mouth of the Salmon on the Snake river would be successful. Cross-e x a m i n a t i o n of Holmes continued today. Tech nical aspects of fish passage facilities will continue throughout the week. Dr. Carl Holm of Salem de scribed SB36 as a "loophole" for those who pollute Ore gon's streams. The bill allows them to es- ! cape correction by protesting j that future SSA orders to 1 abate might not be "techni ically practicable and econom 1 ically feasible."
