Newspaper Page Textg THURSDAY, MARCH 16, 1961 Deductions for Charily Restored To Tax Measure Salem-flJPD-The House Tax Committee, in the throes of seeking four more votes for its sweeping income tax re . form bill, Wednesday amend ed the measure for the third time by restoring deductions for charitable contributions. At the same time, the com mittee took up timber tax, and passed out a homestead tax deferral bill. The committee heard gen erally favorable testimony for a severance, or harvest, tax only on trees In Eastern Ore gon. The committee also approv ed a bill granting property tax deferrals on the homes of elderly persons with limited incomes. The delayed taxes would be paid from the estate after death. Bill Almost Died The income tax bill, HB 1001, which would give a 10 per cent state income tax cut while taxing some low bracket earners for the first time al most died last week. Lack of deductions, for charity gifts was a major ob jection. The amendment would allow deductions for such gifts as long as they exceeded three per cent of the total income. The deduction would be in the form of a credit against the final tax bill amounting to three per cent of the contributions. Eastern Oregon timber op erators said HB 1114, for a severance tax on Eastern Ore gon trees in place of the pres ent value tax, would encour age sound forest management. After being collected on cut trees, the tax would be dis tributed to counties and tax ing districts on the basis of the appraised timber valuation in each taxing district. Quadruplets Born To 24-Year-Old Philadelphia!! Philadelphia -IUPD- Quad ruplets were born to a former beauty contest winner Wed nesday night just as the doc tor predicted - but the father i still can't believe it's true and the doctor himself was re ported as "all shook up," The calmest person in Dela ware County Memorial Hos pital in suburban Upper Dar by was the mother, Mrs. Ar lene Cutaiar, 24, Malvern, Pa., who gave birth to the four girls within seven minutes. The girls were temporarily named, A, B, C, and D by hos pital officials since the par ents had been counting on having boys. In Satisfactory Condition The hospital said the four babies were in satisfactory condition and "their color good" nearly 12 hours after their premature birth. The attending physician, Dr. J. Vernon Ellson, said the first 48 hours were the most . critical in cases of premature births. The girls were born six weeks premature and weighed from 2 to pounds. They were "doing fine," Ellson said. Like A Dream The father, William Cutaiar 3rd, 26, who maintains a fleet of trucks for his father's mushroom transportation com pany, said the whole thing was "like a dream." "I still can't believe It," he said. "I don't feel like Im in reality." We don t have names picked out for them," he add' ed. "We thought we were go ing to have four boys." The Cutalars had been told to expect quadruplets on the basis of x-ray examinations. Said Identical Mrs. Cutaiur's sister, Mrs. Albert McDowell, 20, said she understood the quads were identical and said her sister came through the ordeal very well. Mrs. Cutaiar, the former Arlene Chcrrie, a 5 -foot, 8-Inch blue-eyed blonde, won the Miss Delaware county beauty title in 1055 and that year was voted "best looking girl" In the Upper Darby High school class. MftL bag Appling Attacks Social Phases of Reorganization Salem - 0IPI) - Secretary ot State Howell Appling Jr., con tinued his criticism of the so cial phases of Gov. Mark Hat field's government reorganiza tion plan Wednesday night. Testifying at a House state and federal affairs committee, Appling said while he likes the Idea of a mental health di vision, it should be under the board of control rather than Hatfield's proposed cabinet de partment of social services. Appling's main beef with the governor's cabinet system proposal is abolition of the board of control which ad ministers the state institutions. Appling is convinced the in stitutions should remain under one agency-the board-rather than be divided up under va rious new agencies. The secretary said Hatfield's plan for community mental health clinics is needed. But he said he was "discouraged and disappointed" when Hat field failed to include a re quest for funds in his budget to implement the program. Appling again brought up the fact that the governor did not ask advice on reorganiza tion from either Appling or State Treasurer Howard C. Belton, the other members of the board of control. "He didn't ask our counsel and it was made clear to us that no counsel was invited," Appling said. Appling said the basic pur pose advanced in the two re organization bills in question "can be accomplished in the present framework of state government" and is not con tingent on passage of the measures.
