MARCH 13, 1961 Congress Turning Attention To Aid To Depressed Areas Bill Washington-41PD-The Senate today was to debate a $394 million bill to aid depressed areas, and the House gets another substitute for Presi dent Kennedy's plan. Aid for areas of chronic unemployment is one Ken nedy's major legislative goals. He proposed a program of loans intended to import in dustry to economically de pressed areas. Sen. Paul H. Douglas (D 111.), introduced the measure the Senate is considering, but it has been the target of a barrage of amendments seek ing to restrict it or shrink the money figure. No Senate vote was expect ed before Tuesday night or Wednesday. 'Anti-Pirating' Clause In the House, Rep. Robert N. Giaimo (D-Conn.), planned to introduce a bill similar to the administration measure but also containing a strong "anti-pirating" clause. Giaimo said he was in full accord with the principle be hind Kennedy's program, but he argued that greater safe guards were needed to pre vent the pirating of industry from one locale to another. He found in aid to rural areas, designed to help these areas lure new industry, a potential threat of "raids by sweated industries." He said his bill would close "loop holes for those who would em ploy federal funds to pirate New England industry." The House banking subcom mittee, headed by Rep. Wright Patman (D-Tex.), scheduled a hearing today on the Kennedy bill. Other congressional news: Rules: The House Rules committee scheduled a meet ing on three measures expect ed to clear the full House by next week end. They were bills to restore five-star gen eral's rank to former Presi dent Dwight D. Eisenhower, to authorize military construc tion projects and to deal with regulation of food additives. An estimated five million Americans would gain new or increased benefits during the next year if Congress adopted Kennedy's plan. Feed grain: Senate and House farm leaders will meet this week to compromise fheii differences on proposals to re duce 1961 feed grain produc tion. The Senate and House passed differing versions last week of an administration plan to give higher support prices plus conservation pay ments to farmers who reduce corn and grain sorghum acre age. Schools: The AFL - CIO Teachers Union endorsed President Kennedy's aid-to-educaion program in prepared testimony before a Senate ed ucation subcommittee. The group termed the plan essen tial to get the United States out of the ox-cart era and into the space age. The Senate and House pass ed differing versions last week of an administration plan to give higher support prices plus conservation pay ments to farmers who reduce corn and grain sorghum acre age. The House bill, however, includes an administration backed enforcement feature. This provision would allow the agriculture secretary to discourage farmers who ig nore the new program by keeping open-market prices of feed grains low through the sales of government grain. State Legislature Enters 10th Week; earings Scheduled Salem - H'PU - The Oregon ; Thursday night on a measure Legislature entered its 10th , to give Oregon a program of week today prepared to delve j into some heavy matters in cluding a close look at medi care, timber taxation, school fund distribution and bill boards. The House Tax committee planned to take up various timber tax bills at hearings this afternoon and Wednesday, and the Senate Highways com mittee was to air compromise billboard control bills late to day. The House Welfare commit tee meets tonight on bills aim ed at an institute for rehabili tating sex offenders, and Nation's Housing Declared Improved Washington- (UPU - Tlie Cen sus Bureau reports that one out of every six American families lived last year in di lapidated housing or lacked full plumbing facilities. Nevertheless, housing in this country improved appre ciably in the 1950s. These were the chief con clusions of a report issued Sunday on the 1960 housing census, taken along with the population count last spring. The bureau found that 83 per cent-or five out of six-of all occupied nondilapidated houses and apartments con tained full plumbing facili ties. In 1950 the ratio was 64 per cent of just under two thirds. The bureau defined full plumbing as private bath, toi let and running hot water. MAY GET JAPAN POST Tokyo - 1UPI1 - Japanese newspaper and radio reports said today the United Stales had asked Japan to accept ap pointment of Havard Profes sor Edwin O. Reischauer as the new U. S. ambassador. The spokesman for the Japa nese foreign office said he could not confirm or deny the reports. Bob Bradford To Be Rally Day Speaker Ventriloquist Bob Bradford, Los Angeles, Calif., will pre sent the Gospel in a program at the Rogue Valley Youth for Christ Rally Tuesday, March 14, in the McLoughlin Junior High gymnasium. Before his conversion in 1951, Mr. Bradford was wide ly known in the entertain ment world. After his conver sion he worked for National School Assemblies and spoke in nearly 1,500 high schools and colleges across the na tion. He entered full time Christian work in 1953 and has spoken at many Bible conferences as well as over 100 different Youth for Christ rallies. medical care for the aged Bridge Testimony Due The House Highways com mittee will take testimony Thursday at 1 p.m. on the proposed S24 million Astoria Megler bridge. The House Fish and Game committee set a meeting this afternoon to consider a pro posed fish hatchery on the Nehalem river, and planned to take up Wednesday at 3 p.m. a bill to ban commercial salmon fishing within three miles of the coast. The House state and federal affairs committee set a hear ing for 7:30 Wednesday night on two government reorgani zation bills to place health and mental health agencies in a new social services depart ment. Thursday from 5 to 7 p.m. the same committee will con sider a senate-approved bill to create a cabinet department of commerce. 'The Senate Slate and Feder al Affairs committee is sched uled to take testimony Wed- nesday at 3 p.m. on the "Little Landrum-Griffin Bill," strong ly opposed by labor. Court Arguments The Oregon Supreme Court will hear arguments Tuesday in a case to test the consult tionality of a resolution to lei legislators reimburse them selves for out of pocket ex penses. The House Tax committee planned to amend its income tax reform bill for the third time in an effort to win the four more votes needed for passage. The House Elections committee was scheduled to make a final decision lale to day on a bill to reapportion the legislature in accordance with new census figures.
