Executive Secretary of the United Na tions Economic Commission for Africa, Mekki Abbas of Ethiopia, has been named by informed sources at the UN as a possible replacement for India's Rajeshwar Dayal, Dag Hammarskjold's special repre sentative in the Congo. Dayal has been the target of con siderable criticism for alleged ly supporting the pro-Lumumba faction in the Congo. Italian Conspirator Betrayed as He Waited To Assassinate Mussolini Rome-OIPD-Like the Prince of Conde before the Battle of Rocroy, Tito Zaniboni was sleeping like a baby that morning of Nov. 4, 1928, in room No. 90 of the Hotel Dra goni in the heart of Rome. Secret police, the dreaded Fascist Ovra, walked into his room exactly four hours before the sleeping Zaniboni was due to shoot Dictator Mussolini from the hotel win dow. It was the end of the career of the "naive conspirator," as his fellow Socialists had dub bed the tall, slender, good Preschool Conference Set For Deaf Children in Salem Mrs. B. Brandt Bartels, Medford, will take part in a panel discussion at the 13th annual preschool conference at the Oregon State School for the Deaf in Salem. She is a former teacher in a nationally known school for the deaf and was largely responsible for establishment of the Jun ior Service League kinder garten in Medford. Agencies cooperating in the March 26 to 28 meeting include the Medford Junior Service League kindergarten; Eugene Hearing and Speech center; Hosford Day School for the Deaf, Tucker-Maxon Oral school, University of Oregon Medical school out patient clinic and crippled children's division, Center for Hearing and Speech, all Port land; and the state depart ment of education, division of vocational rehabilitation and Fairview home, Salem. The conference is planned to assist parents in working with their deaf or hard-of-hearing child and to acquaint them with the agencies in the state which offer services to this type of handicapped child. Parents attending will spend one day in Portland vis iting the Hosford and Tucker Maxon schools and the Port land Center for Hearing and Speech. Parents are asked to take their child with them and liv ing accommodations will be furnished without cost by the state school during the con ference. They should arrive on Sunday afternoon, March 26. But the fact he had been sound asleep when police raid ed his room saved his life. The precision rifle he had readied for the assassination attempt was still secreted in a chest of drawers, wrapped and oiled but unloaded. The prosecution in the special Fas cist tribunal that tried Zani boni could never prove he was on the point of shooting the Duce and could not Hand down the death penalty. Post-fascisim Italians learn ed the details of Zaniboni's abortive attempt, the first after the dictator took power in 1924, only recently when death visited the room where Zaniboni was sleeping and took him away for good. Zaniboni had been conspir ing against the Fascist regime with the zeal of an amateur after the murder of Socialist deputy Giacomo Matleotti, kidnapped and killed by a Fascist strong arm squad while enroute to the chamber where he was to deliver a bitter attack against the dic tator. Police Informed One thing Zaniboni did not know was that the Fascist secret police was minutely in formed of all his plans to shoot the Duce from a window of the Dragoni Hotel, facing Palazzo Clugi which Musso lini had elected as his office before moving to the more sumptuous and impressive Palazzo Venezia. The man who kept the Ovra police so scrupulously up to date was Carlo Quaglia, whom Zaniboni considered a most reliable friend and contact man. Zaniboni never thought that his closest collaborator was on the payroll of the Fascist police. On Nov. 4, 1928, Mussolini was to address from the bal cony of Palazzo Chigi a rally of war veterans. Zaniboni de cided that was the day for the attempt. He booked room 90 at the Dragoni Hotel, whose corner window offered a stra tegic view of the Palazzo Chigi balcony. He sneaked a sharpshooter's rifle into the room. Then he sent his friend Quaglia to see retired. Gen. Alberto Capello and borrow some money from him, with out informing the general of the plans to assassinate Mus solini. Capello, former com mander of the Italian Second Army in World War I, . had been held responsible for the defeat of Caporetto and had been eased out of, the army by Mussolini; Peacefully Asleep Qimgna informed the secret police. Four hours before the war veterans' rally, raiding Ovra men found Zaniboni peacefully asleep. It was a premature raid for it prevent ed the tough judges of the special Fascist tribunal from handing Zaniboni the death penalty. The whole trial could only be based on Quaglia's accusa tion that Zaniboni "intended" to shoot Mussolini. The tribunal handed Zani boni a 30-year sentence, the same term handed to Gen. Capello for "financing" the; attempt. ! Zaniboni, a World War I Gold Modal winner, served 18 years of his sentence until he was released after the fall of fascism. After World War II, he served as a high commissioner I for refugees and ex-prisoners j of war and later as president of the National Union of Re-j tired Officers. j Quaglia, the informer, died! in Somalia several years ago.! Early Inst December, Zani boni fell from the steps of a Rome bus and suffered a frac ture. At the age of 77 his con-1 dition worsened and lie died in a veterans hospital at year's end. MEMORABLE DAY This was a day that should linger in the memories of several youngsters who found out what circus day is really like.
