Steels and auto showed mostly fractional advances, aside from Lukens which picked up a point. Rails and oils were narrowly mixed and aircrafts and chemicals a shade easier. DOW-JONES AVERAGES New York-UII'H-Dow-Jonei final stock averages: 30 in dustrials 663.03, up 0.95: 20 railroads 145.25, off 0.76; 15 utilitiei 108.33. off 0.16, and 65 stocks 223.32, off 0.13. There was a sharp division White House An For $270 Millio Washington-dPD-The White House, in a further anti-recession move, announced to day that a $270 million post office construction program will be speeded up. New buildings will be got ten under way during the next 10 months instead of the next 18 months as originally plan ned, the White House said. Under the program, $16B million worth of construction will be carried out with priv ate funds nnd the facilities leased back to the govern ment. Press Secretary Pierre Sal inger said the action was in line with President Kennedy's nounces Plan To Speed Program n in Post Office Construction statement at a news confer ence Feb. 15 that he would help stimulate the economy by accelerating the Post Of fice Department's building schedule. As a follow-up. Salinger said, the department "will in itiate nearly $270 million in new construction starts dur ing calendar year 1961." lie said the stepped-up pro gram has been geared to "stimulation of private Invest ment with a minimum outlay of federal funds." Salinger said this would be achieved by "doubling the number of expected construc tion starts under two lease back programs" under which private firms build the post office facilities and the gov ernment then rents them. He said "small lease facili ties" would entail $117 mil lion with an additional $52 million "earmarked for major lease facilities." Salinger said the Post Of fice Department would pro vide specific details on loca tion of the projects. He said "priorities for all buildings will be based on the needs of the postal service" but that efforts would be made to equate these needs with prob lems "of areas of substantial unemployment and depressed conditions." Haffie.d Receives Cake From Staff Portland - IIIIMI - Gov. Mark Hatfield, hospitalized since Monday from fatigue and diz ziness, received a present Wed nesday from the cooks and kitchen stuff of Oregon Medi cal School Hospital. . It was a two-layer chocolate cake reading, "wishing you a speedy recovery." . Below the get-well message the kitchen group added: "We need S raise." Hatfield's doctors said his condition continued good, and his release from the hospital was expected this week end. Generator Offered for Sale By Park Service A diesel powered generator unit is being offered for sale by bid March 14 by the nation al park service's Medford of fice. All bids will be opened at 2:1)0 p.m. March 14 in room .'107, post office building, Med ford. The unit ma be inspect ed between 8 a.m. and 4 p.m. next Monday, Tuesday, Fri day or Saturday at the Ore gon Caves National monu ment. The switchboard controls are not included for sale, nor is the underground storage tank and fuel line. Letters Protest Trading Stamp Bill Salem -IUPII- Rep. Norman Howard (D-Portland) said to day he has received about 150 letters so far on the .bill to regulate trading stamps. He is chairman of the House State and Federal Affairs Commit tee which has the bill, r HB-1569. All but one of the letters protests the bill. Howard said although the letters are still coming in, it is "nothing like last time. A tougher bill died in pre vious sessions. of opinion between the stu dents as they testified before the House Elections Commit tee on a resolution to amend the Oregon constitution by re ducing the voting age from 21 to 18. Indications were the com mittee would approve the resolution. Tony Meeker, 21, William ctte University, said 18-year-olds are considered old enough to pay taxes, drive cars, marry, serve In the armed forces, and even "be placed in the gas chamber," they also should be allowed to share in the political pro cess, he said. Western Air Lines To Resume Flights Los Angeles -0JPD- Western Air Lines planned to resume some flights today with 79 pilot-engineers replacing fired striking engineers. Western planes have been idle since engineers first walked off the job Feb. 17 in dispute with the pilots' union. The airline refused to take back the 110 engineers who took part in the airline en gineers' strike last month in volving seven airlines. The other airlines resumed opera tions last month. Terrell Drinkwater, presi dent of Western Air Lines, said full service would be restored by his firm as soon as possible. Initial flights this .week will serve areas such as Colorado, Wyoming, Montana, South Dakota, Utah and Idaho where no other flights are available, he said. Drinkwater estimated his firm lost about $175,000 a day in revenue from the time the strike started Feb. 17. William Henderson, 19, Wil lamette University, disagreed. He said many teen-agers were "still in a sheltered condi tion," and showed a high de gree of "emotionalism and in stability." Girl Gets Praise Anne Ryding of St. Helen's High ' School, an 18-year-old exchange student from Eng land, described her age group as "typical raucus teen-agers who have not yet settled down." In a brisk presentation that won praise from the commit tee, the pretty brunette dis missed the early marriage ar gument with: "Two wrongs don't make a right." As for serving in the armed forces, she said, fighting re quires only "obedience ,- to orders or blind patriotism." Miss Ryding also compared American youth to her own country. "In America," .she said, "young people are not taught how to take respon sibility, they are protected and shielded." Fred Chambers, president of the Oregon Young Demo crats, supported a lower age, and asked the committee to leave the decision up to the voters by placing the proposal on the ballot in 1T'J2. IRS FILES LIEN - Los Angeles-IUI'll - Singer Rosemary Clooncy had a tax lien placed against her prop erty Wednesday for $52,522 which the Internal Revenue Service claimed she owed in back taxes. She was accused 6f owing the tax money for 1957 through 1959.
