A report issued today by the House subcommittee on deficiencies included testi mony by Forest Service of ficials indicated that . fire fighting costs had far exceed ed the 55 million appropriated for the purpo.. The Forest Service, in a re port prepared for the subcom mittee, said 1960 was the "third bad fire year in a row and one of the all-time bad fire years in the national for ests." Arthur W. Greeley, assist ant chief of the service, told the subcommittee that by the end of December about $33.8 million had been spent for firefiEhtine. although onlv X5 million was budgeted for the . emergency fund. Charles L. Grant, director of finance for the Department of Agriculture, told subcom mittee members the Forest Service had authority to use funds appropriated for other purposes for firefighting when the emergency fund was ex hausted. The supplemental appropri ation was needed, he said, to reimburse funds from which expenditures were made for firefighting. Jackson Next to laPointe'i Medford Shopping Center Carnival Couple Held in Deaths Of Five Children Richmond, Va. - (UPD - They had six children with them when they packed up their dilapidated car in 1958 and headed south from Syracuse, N. Y., for carnival work. They had one child - two years old r- when they were arrested by Virginia authori ties last week. The horrible story of what happened to the five starved children of the itinerant car nival couple was being pieced together today by police and psychiatrists. The investigation centered in this Virginia capital, where Kenneth E. Dudley, 47, occu pies a private room in the state prison hospital. H i s wife, Irene, 44, is in jail at Lawrenceville, Va. - a hamlet near the North Carolina line, Charged with Murder Both are charged with mur dering their 7-year-old daugh ter, Carol Ann, whose blanket-wrapped body was found near Lawrenceville last month. Dudley, a wandering me chanic specializing in carni val merry-go-rounds, was un der psychiatric observation because he tried to hang him self with his necktie last week in the Lawrenceville jail. Virginia police said Dudley has confessed leaving Carol Ann's body at Lawrenceville, and related how he and his wife gave the four other chil dren crude burial in such places as Lake Fontchartrain, near New Orleans, and the wash pit of a mine in Florida. Mass Offered for Victim of Assault New York - (UPD - A Mass of the Angels was offered to day for 4-year-old Edith Kie corlus, who was slain by a 59-year-old alcoholic "drifter" during a sexual assault Feb. 22. The mass was offered at the St. Rose of Lima Roman Cath olic church in' the Flatbush section of Brooklyn where Edith lived with her mother and brother, Albin, 10. Burial will be in St. Charles ceme tery, Pinelawn, N. Y. Edith's body was found Sunday in a slum room in Manhattan. On Tuesday, Fred J. Thompson, 59, was cap tured on a chicken farm in New Jersey and admitted the slaying. NORSTAD'S MOTHER DIES San Jose, Calif.-IUPD - Mrs. Marie Norstad, 81, mother of NATO commander Gen. Laur is Norstad, died here Tuesday at the home of her daughter, Mrs. Arthur Ernstcr. Services and burial will take place in Red Wing, Minn. LEGISLATOR DIES Raleigh, N.C.-fliPD-Rep. F. L. Madigan said 20 inmates of the maxi mum security federal prison responded when the knitting program was initiated two months ago as a morale booster. Feed Grain Plan Said in Trouble Washlngton-IUPD-One of the key features of the adminis tration's emergency 1981 feed grain program is in serious trouble on Capitol Hill. This is the provision under which the secretary of agri culture would be authorized to sell feed grains below sup port prices during the 1961 marketing year. It is aimed at convincing farmers it would be more profitable to qualify for price supports by cooperating in a proposed new acreage reduction pro gram. The House Agriculture Committee earlier this week approved an amended version of the administration pro posal. Under this House com mittee bill, the Agriculture Department could sell corn during the 1961 marketing season for as little as one dol lar a bushel. The Senate Agriculture Committee, however, struck this authority out completely. The committee Wednesday approved its own version of the administration plan. The Senate bill offers conserva tion supports to feed grain producers who reduce acre age of corn and grain sor ghums by 30 per cent. Under the Senate bill USDA could not make gen eral sales of surplus feed grains for less than the pres ent floor, 105 per cent ot whatever support price is in effect at the time of the sale, plus carrying charges. A grand jury also was ex pected to return a true bill today or Friday against Thompson, 59, in the killing of Edith (Googie) Kiecorlus, 4, Feb. 22. The grand jury started hearing testimony on Wednesday. Joseph J. Freitas, police chief of North Smithfield Mass., and a Rhode Island state police detective have re opened the case of Viola Aik ne, 3, who was found killed in 1924. They will seek to discover whether Thompson who was living in West Up- tom, Mass., at the time, was connected with the case. Freitas said Thompson may be the same man, identified as James Graham, who was held as a material witness in the girl's death but was re leased for lack of evidence.
