SUNDAY. FEBRUARY 26, 1961 A 9 Newbry Reports On Hearings Before Committee (Editor'! note: The follow ing if a report from Stat Sen. L. W. Newbry, Aih land. He discusses hii work in committees.) MEDFORD MAIL TRIBUNE. MEDFOHD, ORG. '4 i By L. L. NEWBRY State Senator Most of the so called "house cleaning measures" have been passed out of committee and are in the process of going through the House. We are now getting to the real issues of the session and are hold ing hearings on the contro- , versial matters. The committee on local gov ernment has proven to be of extreme interest. This com mittee has been assigned near ly all of the bills having to do with city and county govern ment as well as the bills on water and air polution. Most of the measures to date con cerning municipalities have been non-controversial. The : water and air pollution bills are of extreme importance and have consumed a consid erable amount of time. We have finished hearing testimony on water and have one more hearing scheduled on the air problem. The testi mony in regards to the water pollution problem produced I some interesting facts. Beneficial Legislation The legislation before our committee will be beneficial in controling water pollution and will tend to minimize it, but- the real solution in my mind lies in the storage of a . considerable volume of water in the upper reaches of our ' rivers. These dams should be "c constructed with the idea of . maintaining stream flow dur - ing periods of low water. This is a new concept and one that " is now being considered in the t construction of dams by the federal government. It is difficult to evaluate the benefits of increasing mini mum stream flow but water pollution is a matter of dilu tion and the more water flow ing the more wastes that can be handled. , I think that we should start . now to give serious thought i to the concept of storing water ; for increasing stream flow. : This is a natural resource that , we have and it could material l ly influence the growth of our ' area.. ' : : Different Problem . The air pollution problem is somewhat different in that there is at present no' way to artificially increase air move ' mcnt. Here the solution lies in Legislation alone which will minimize the amount of pol lutants and at the same time recognize the very important practical problem of provid . ing the people with their ma terial wants and needs ' through industry. ' There are, of course, many things of interest to the peo ple of our county going on in other committees in the legislature and I will try to report on them as time will permit. , ' The life of a legislator is i most interesting and reward ing and presents a fascinating challenge. I have received ' many letters from home and ', have tried to answer them as ' rapidly as possible.- It is my ' hope that people will contin ue to advise me of their views and opinions. I find them very helpful. Grange Notes ' Eagle Point Grange For the lecturer's program f i ropont Trieptinir of the ' Eagle Point Grange, William !
