(UPO Tel evision aerials and the thun der of jet engines are among the 20th Century pressures which can ruin a community if they are left uncontrolled. That's the opinion of Rich ard Preston, executive direct or of the New Hampshire Planning and Development Commission, who believes that the key to survival is community planning. He compared these eco nomic pressures to fire. "Planned use of fire is fundamental to human exis tence," he said. "In like man ner, it takes only common sense to harness . . . economic nressures which can over whelm us today if left to their own devices.: Preston said that you do not have to look far to find these pressures. "They are everywhere evi dent: The ever-increasing car and truck traffic, the crowd ed school busses; the tele vision aerials, the week end vacation, the thunder of jet engines. "These pressures over whelm our communities, dis sipate our resources and oc casion overwhelming fiscal burdens," he said. Planning is the way to make these "pressures" profit the community, he explained. Fiscal Knees Preston said uncontrolled residential, commercial, indus trial or recreational expansion "has brought many a com munity to its fiscal knees.' He warned that "a balance must be arrived at and main tained." "This process is called fi nancial planning or capital budgeting, but whatever its technical name, it is just plain common sense." he said. "It certainly is not to man's best interests if his life and livelihood are threatened by fire, flood, draught, plague or hv the forces of progress. In reeoenition he surrenders cer tain rights to safeguard against the more obvious of these. "In the forces of progress, the economic pressures of to day are opportunities for greater profit and comfort. In planning, their utility is as sured." The actual wedding is a long (four to five hours), but colorful affair which may ap pear to the outsider more cir cus than ceremony. Finally the bride and bride groom are placed on opposite sides of a curtain while the priest administers the mar riage rites. After the curtain is raised, the couple walks around a fire three times and takes the vows of faithfulness.
