Rogue Valley Edition Medford , Page 2A Tribune MEDFORD, OREGON, THURSDAY, FEBRUARY 16, 1961 Senate Votes Cut En Tax on Trucks; SVJay Be Reviewed Salem-IUPD-The Oregon Sen ate, by a vote ot 24-5, late Wednesday approved a $1 mil lion a year tax break for heavy truckers. Son. Richard Groener (D Milwaukie) termed it a "fraud" and indicated he may demand reconsideration Friday. Mean while many legislators were -bombarded with phone calls and messages urging recon sideration. Some of this pres sure came from the Associn lion of Oregon Counties. Groener said if his effort fails, he will fight the bill in the House. Wi Hours of Wrangling The measure, SB32, passed after l'A hours of wrangling, mainly between Groener and Sen. Anthony Yturrl (R-On-tario). Yturrl was chairman of the highways committee which in troduced the bill and head of the Interim committee which recommended It. A call of the House wa ordered and the doors were locked while the one absent member, Sen. Thomas R. Ma hnney (D-Portland) was round ed up. Sen. Robert While (R-Salem) was excused. Those voting no were Sens. Alice Corbett, Carl Francis, Donald Husband, Ben Musa and Francis Ziegler. Sen. Lyn Newbry (H-Jack-son) voted in favor of the measure. Groener had voted no but he changed it to aye to enable him to file for reconsidera tion. The measure would cut the weight mile tax for trucks 44,000 pounds and over. This would cost the state about $1 million a year but Yturri said heavy truckers already are paying more than their share and the tax cut Is "just and equitable." Close to 39 Per Cent Yturri said the theory Is that trucks should pay one third of the cost of highways through the weight mile tax but it actually figures out to be closer to 39 per cent. Sen, Al Flcgel (D-Roseburg) declared that the Slate High way Department "has more money than it knows what to do with." The Oregon High way Commission opposes the bill. Rusk Declares Nasser Government Playing Dangerous Role in Sending Arms To Congo Washington (UPB Secretary of State Dean Rusk has told key congressmen that Presi dent Gamal Adbel Nasser's United Arab Republic is play ing a dangerous role in the explosive Congo crisis, it was learned today. Informed sources said Rusk told the House Foreign Af fairs Committee Wednesday that the U.A.R. is closely co ordinating Its activities with those of the Soviet Union and has supplied some arms and Stocks Make Third Consecutive Boost But Going Not Easy New York (UPI S t o c k s achieved their third consecu tive advance on heavy vol ume today but the going was not easy. The storm was about 300 miles wost of Tatoosh Island this morning and was heading southwest. The rain is expect ed to taper off to showers Fri day afternoon. Several roads In northern Douglas county remained part ly blocked by slides as a result of last week's storm. Two lanes of highway 00 near Curtin were still closed with northbound traffic using south bound lanes. The Yoncalln Draln and Elkton-Sutherlln highways wore open to light traffic only. Chains Required Two-way traffic was Retting through on Highway 101 with no delays 0 miles south of Bandon, site of n big slide. Chains were required at Willamette Pass today be cause of snow. The Willamette river re mained under flood stage but above the 16-foot level at Cor vnllis and Albany with little change expected in the next 24 hours. It dropped from an earlier high of 19 feet to 16.5 feet in Portland harbor. Dr. Richard Sleeter Said Making Progress Portland -niPII- Dr.. Richard Sleeter, chief of the pediatrics department of the University of Oregon Medical hospital here who suffered a heart at tack Jan. 22, is recovering satisfactorily, according to his physicians. Dr. Sleeter has been discharged from the hospital and Is recuperating at his home. . He formerly practiced pedi atrics in Medford. Salem - r- Rep. William Holms-tram (D-Genrhn.rO and Sen. Daniel Thlel (D-Astoria) proposed today that the legis lature give Astoria a $25,000 birthday present for the form er fur trading settlement's 150th birthday, Good Reason Why Car Wouldn't Choke Portland-fliPD-G. C. Long's car wouldn't start Wednes day night so he pulled out the choke. The choke came all the way out. Long looked under the hood. Someone had taken the carburetor and radiator and the ignition hed been pulled out. Teacher Prefers Laboratory Odors Salem - (UP1) - A Portland chemistry teacher gave the Senate local government com mittee a tongue lashing to day, and said he preferred the worst odors of his labora tory to the "sour smells" of open air burning in Portland. The testimony from Ernest Hasse, instructor at Mult nomah College, came as the committee opened hearings on two air pollution bills. One, SB40, urged by the State Sanitary Authority, would give the agency broad powers to set and enforce anti-air pollution standards throughout the state. The second, SB145, pro posed by the City of Portland, also would authorize the SSA to set standards. But the SSA said It would give virtually no control over two of the worst pollution sources -urban renewal and highway demolition burning - because of exemptions in the bill. ammunition to the opposition group in Stanleyville led by Congolese Communist Ant oine Gizenga. The U.A.R. was the first nation to follow Russia's lead in recognizing Gizenga as suc cessor to the late Patrice Lumumba after the Soviet Union demanded that United Nations forces be pulled out of the Congo, that Secretary General Dag Hammarskjold be fired and that recognition be withdrawn from the Con go government headed by President Joseph Kasavubu Rusk was understood to Boy Tells Police Of Luring Girl To Death Near Reddinq Redding, Calif. -HOT- Shasta County Sheriff John Balma said today a 15-ycar-old boy has given a "fairly complete statement" in the sex-slaying of little Vlcki Lee Morris. The battered body of the eight-year-old girl was found near a logging road Friday. She disappeared Tuesday while on her way home from a school valentine party. ' Admitted Luring Girl The sheriff said the youth, a high school freshman and neighbor of the slain girl at the nearby community of An derson, admitted he lured Vicki into the wooded area with the intention of raping her. Balma said the boy ad mitted removing the child's underclothing but said he did not rape her because he be came frightened. The youth said he "thought" he was the one who crushed her head with a large rock, but that he couldn't remember. He told police he saw Vicki walking home from school and called her into the densely- wooded area to help him "carry something." He said he helped her through a barb ed wire fence so she wouldn't tear her party dress. Joined in Search The youth told the sheriff he later left the scene and joined some 160 men in the all-night search for the miss ing girl. He was among a group of Vicki's friends and neighbors brought in for questioning about the murder. Authorities fplt that she had been killed by someone she knew, because there was no sign of a struggle. Balma said the killer used a 25-pound rock to bludgeon the victim's head. It was found near the body. have told the committee that the statement President Ken nedy delivered at Wednes day night's news conference was directed about as much at the U.A.R. as the Soviet Union, although he did not mention the Nasser government. American officials said they had definite evidence that at least five or six truck loads of Soviet bloc arms and am munition had reached Gizen ga in Stanleyville in recent days. The government of the Su dan, whose territory must be crossed by vehicles going from the U.A.R. to the Congo, has made strenuous efforts to prevent such traffic. How ever, American officials said the trucks had moved on some of the many back roads in the area which make it dif ficult for the Sudanese to 13-Y ear-Old Bitten By Dog on Eighth St, George Edward Morgan, 13, of 706 South Oakdale ave., was bitten by a dog Wednes day while riding his bicycle in front of a home on West Eighth st., according to Med ford police.
