Troops Alerted Throughout ongo Against Reprisals w Actions Planned To Aid Unemployment Monthly Report, Group To Study Automation Told Washington - WPII - Labor Secretary Arthur J. Goldberg has taken two new actions to help areas faced with critical unemployment. Goldberg announced the two moves Monday night after renortina to President Ken nedy on his week end tour of donrossed areas in Illinois, in diana, Michigan, . Ohio and Pennsylvania. He said these steps would be taken: -The Bureau of Employment-Security, which com piles figures to determine whether areas nave suDsian- tial unemployment, would re port every month instead ot every two months. Goldberg said this would get such areas on the list quicker so they. could got federal aid. , -A new division will be set up within the Labor Depart ment to deal with automation - the shift from men to ma chines - which has received part of the blame for unem ployment problems. President Concerned In discussing the jobless pic ture, Goldberg said Kennedy "of course is, as he said when he sent me on my trip, con cerned about the problems." He said the President would have something to say about the situation at his news con ference Wednesday. The Cabinet member said he told Kennedy he had talk ed with more than 600 job less, plus community leaders and businessmen, during his week end trip. He said he also reported that "while everywhere, there was grave concern, there was also uniform confidence that the problem could and would be solved. . "This included the unem ployed, who expressed confi dence and hope that things would change for them for the bettor." The secretary said "what everybody really wants Is a job." Welcome Proposals , ' ' "However, until jobs are available, they welcome the proposal by President Kenne dy to Congress to extend un employment insurance bene fits," he said. "They also welcomed very much the pro posal to give aid to children of unemployed workers." He conceded, that "some employers had some reserva tions" about increasing pay roll taxes to extend the dura tion of unemployment bene fits. Goldberg also said "It Is going to take time" to got the Kennedy' proposals through Congress. Therefore, he said, there was need for executive action such as Kennedy's previous order to federal agencies to funnel, government contracts into areas of substantial unem ployment, with 6 per cent or more of the working force unemployed. Local Accountant's License Is Revoked Portland - The nnhllr countant's license of Ethel Mclntyrc. Medford. was rn. voked by the Oregon State Board of Accountancy at its Jan. 23 mooting thn l,nDrH announced Monday through ns executive secretary, Har old Fnunt. The board gave no public reason for the revocation. Mrs. Mclntyre has operated an accounting and business service firm in Medford for a number of years. HAHRIMAN TAKES OATH W. Castro Affirms Plan To Export Revolution Havana - OIPH - Premier Fidel Castro affirmed his de termination to export revolu tion to Latin America in a week end challenge to the Intcr-Amcrican system which appeared to dash hopes of a reconciliation between Cuba and the new U.S. administra tion. In a speech early Sunday to a group of factory workers, Castro also hinted his regime is preparing to take over Cuba's Roman Catholic schools and cemeteries. Annalas Reapportion Plan Praised Salem -UM- Republican Mi nority Leader F. F. Montgom ery of Eugene today praised a legislative reapportionment plan by Rep. George Annala (D-Hood River) and said a "very similar" GOP citizens committee plan will be ready Monday. Essence of both plans is that they would make "as lit tle change as possible" in present legislative makeup - while at the same time rec ognizing new census figures as the constitution requires. Metropolitan Shift The population count shows a shift to metropolitan areas. Both Annala and Montgomery said their plans made use of constitutional "leeway" in an effort to protect representa tion for thinly-populated coun ties. Oregon Graduates Get $445 Per Month Eugene An average salary of $445 a month has been re ceived by University of Ore gon business administration graduates in transportation and traffic management dur ing the last two years, accord ing to Dr. Roy J. Sampson, assistant professor of trans portation at the university. According to a check of existing university placement files on which the report was based, a sizeable percentage of the salaries have been as high as $500 a month. About 60 per cent of the university's transportation and traffic management grad uates during this period have accepted position in the Pacific Northwest. It also would wipe out Rep. Frank Weatherford's Gilliam-Morrow-Sherman-Wheeler dis trict by regrouping Eastern Oregon counties. Multnomah county would get seven senators, and would be joined with Hood River for 17 representatives. Effect would be a shift of one-half representative from Hood River to Multnomah. Lane county would get three senators and five repre sentatives, and Marion coun ty would get two senators and four representatives. Legality Questioned Several elections and reap- Dortionment committee mem bers said they felt the plan was not constitutional, be cause it failed to give as many legislators to heavily popu lated counties as census fig ures indicated. Both Annala and Montgom ery said they felt such a plan would stand up to court scru tiny. Annala said, however, he was sure any plan, the legis lature reached would end up before the Supreme Court for a "test review." The 12-man citizens com mittee was named by House Republicans last month to come up with a reapportion ment plan.
